Announces formation of "State Council"

 

(( This position is being established as a mean for those who like to play legally to have another opportunity in the field and contribute to the political roleplay in the server. This position might seem same as of Governor but it is not - this position is legislative and deals with a different set of tasks. Considering the position is new, the tasks and responsibilities may change over time as we see how it plays out in practice. ))

 

1. Introduction

A. State council is a legislative body of the San Andreas State with the duties and obligations to:

1. Hold oversight over the Governor by ensuring money is spent for the purpose it was taken, that state agencies are operating efficiently without issues, that state issues are addressed in a timely and appropriate manner and other alike;
2. Vote on legislative changes proposed by the Governor;
3. Vote on financial spending plans proposed by the Governor;
4. Vote on impeachment proceedings against the Governor if initiated by State Council;
5. Hold at least one session every other week in which active issues in the State are discussed and addressed;
6. Accept complaints from the citizens and queue the complaints for the aforementioned sessions;

 

2. Appointing the council

Members of the state council are appointed by the Congress based on candidature applications.

4. Understanding concept of government and law;

 

3. Term length

State council members' term will last for a month longer than the term of the Governor, meaning that the state council will be present during transition of one governor to another. That means the term would be four months long, if governor's term is three months long. Or seven months if the governor's term is six months.

5. Authority and Obligations

Authority

• Vote whether to approve a change in law proposed by the Governor or to reject it;
• Vote to approve financial spendings by the Governor or to reject it;
• Form working groups whose task is to address specific issues in the state;
• Hold Governor responsible by being able to summon him in the sessions and question him about different issues;
• Initiate impeachment of the Governor or a member of the Governor's cabinet;

 

Obligations

• To host a council session every other week;
• To vote on proposed law changes by the Governor;
• To vote on proposed financial spendings by the Governor;
• To accept citizen's complaints and address them in the sessions;
