INAUGURATED AS GOVERNOR OF SAN ANDREAS

 

Dear citizens,

 

As of today I will serve as your governor. I have been inaugurated during the afternoon ceremony at the Conference Center, Los Santos. Despite the brutal attacks, I have managed to deliver my inaugural speech - and more importantly, I have managed to survive. I would like to thank all law enforcement personnell for securing the ceremony.

 

My first promise as a candidate is already being realised at this exact moment: a  Los Santos Police Department that should meet the requirements of a modern department. 

 

The next three months, I will use this platform to keep all citizens informed about my activities as a governor. I will try to be as much transparant as possible.

"People of San Andreas! What a great feeling!

 

Thank you all for voting and a special thanks for the people whom entrusted me their vote. I would also like to thank the men who secured me during campaign events and the people who supported me through expensive advertisements!

 

What a blood curdling election race! All preliminary results went through the roof. I doubt anyone has ever won with 50 percent of the votes. The victory feels even greater after all negativity and rude accusations to our address. Certain groups of people - including candidates, have started these campaigns for self-glorification and to fight me based on personal hatred. Other than a personal agenda, they have no purpose as governor. But today gives us a chance to make this right and I am ready for this opportunity. Given by my voters.

 

There is a list of things to be done in the next three months. Let me highlight three!

 

As a result of the latest FBI report, we will start an investigation regarding the corruption within the police department and poor functioning of the Internal Affairs Division.

We will focus on a restructure of the Fire Department.

We will review the weapon license system and the execution of SA-PSC Vl.13.

We will review the vehicle taxation system.

 

And there is many more to accomplish!"

SHORT PRESS RELEASE

 

1. Exploratory meeting FBI 

 

Governor B. Finney and Chief of Staff have had an exploratory meeting with the Federal Bureau of Investigation. The Governor's Office has been informed of important enforcement issues and priority matters of national interest. We are pleased to inform that both parties have a common interest in resolving these issues.

2. Secretary appointed 

 

Jake Randall was appointed as the Secretary of Urban Development on the 23rd of December. Secretary Randall will oversee the construction project of the Mudoo Tower and is responsible for an orderly process and sales of the real estate.

 

Secretary Randall is a Lead Trooper and Spokesman of the San Andreas Police Department and has been awarded with various community awards.

SHORT PRESS RELEASE

 

1. Funding cuts San Andreas Fire Department

 

Unfortunately, the intended restructure of the San Andreas Fire Department has taken a sad turn. The department is badly broken despite the eight-men Command, with generous salaries and the highest of the State. 

 

After various requests, the department has failed to disclose important information. The fundings of the department have been cut until the Governor's Office receives proper commitment and cooperation. 

 

2. Negotiations resumed

 

With the resignation of Mr Reznov, negotations for a peace treaty have resumed to finally end the bloodshed in Bone County. We hope that the new leader of Bone County is able to make concessions to the State of San Andreas. Mr Wilson seems to have potential and is prioritizing the biggest issues in Bone County.

 

A new meeting is to be scheduled.

AMENDMENT TO SA-PSC § V.1

 

1. Legalisation of stimulant and opioid drugs

 

A first attempt in the war on drugs and the regulation of the profitable drug market is legalisation of the possession of injectable heroin in the form of syringes and joints, both known to be stimulant and opioid drugs. In order to control possible illegal trade, as a result of this amendment, a person can possess a maximum of two prescribed drugs.

 

This amendment is not to encourage drugs use, it is facing reality of San Andreas inordinate drug market and the thousands of kilos being distributed on a monthly basis.1 Drugs is not going going to fade away, doing nothing is no option.

SA-PSC § V.1. Possession of an illegal substance

It is strictly forbidden in the great state of San Andreas, the acts of introducing, manufacturing, holding or distributing by any means any type of mind-altering substances not necessarily limited to weed, heroin and meth, that might impair others. If ingredients are find alongside with the illegal substance, and they are used to produce these substances, they are to be seized with the drugs.

 

Amended article SA-PSC § V.1

SA-PSC § V.1. Possession of an illegal substance

It is strictly forbidden in the great state of San Andreas, the acts of introducing, manufacturing, possessing or distributing by any means weed, heroin or meth. If ingredients are found alongside with the illegal substance, and they are used to produce these substances, they are to be seized with the drugs. The exception to prohibited possession is sole possession of two or less drugs in the form of joints or syringes.

 

The Governor's Office requests Chief Justice Lockeheed to implement the amendment. @Weston @US Congress

 

This amendment was passed by the San Andreas Government on January 8, 2020.

SHORT PRESS RELEASE

 

1. Bone County

 

As a result of Bone County losing its independent, Governor B. Finney has aborted the negotiations for a peace treaty. Bone County is now under authority of the San Andreas Government and is expected to uphold and respect the Federal and State Law. The Governor's Office had hoped that Mr Wilson would have been able to serve the public's interest of Bone County and end the violence and bloodshed. A peace treaty would have prevented Bone County losing its independence. 

 

The Governor's Office is still open to negotiate with Bone County Resistance.

2. San Andreas Fire Department

 

A constructive meeting with Fire Commissioner Amarante led to an increase of the department's fundings. The Governor's Office expects results in the short term. Due to the confidential nature of the meeting, the Governor's Office is unable to disclose the specifics.

SHORT PRESS RELEASE

 

1. San Andreas Fire Department

 

The major reforms of San Andreas Fire Department have been realised. Unnecessary employees and chiefs have been removed and a periodic evaluation will be implemented. The San Andreas Fire Department has gained activity. We are looking forward to see trainings and cooperation with other departments.

 

The Governor hopes to see the department keep on growing and has increased the department's fundings.

Metropolitan and South-Central Precinct under review

 

1. Station inspection

 

Governor Finney visited the newly introduced South-Central Precinct in East Los Santos. Quite supringly and remarkable Chief Lockeheed refused to answer questions and work along with the Governor. Chief Lockeheed confirmed he was too occupied guiding a Volunteer Trooper and left immediately after arriving with the sightseeing SAPD Command Rancher. A special thanks to Lt. Santos for taking the time and answering most of the questions. 

 

The San Andreas Police Department introduced two new districts, the Metropolitan Precinct and South-Central Precinct, while essential divisions such as Internal Affairs and Special Weapons and Tactics remain broken and absent. As well as the seperation and restructure of San Andreas Impound and a new system encouraging patrol activity seem to remain big obstacles. The new districts, including two new Commanders, and a memberlists of both districts, have officially been published by the San Andreas Police Department. Commanders are yet to be appointed, according to Lt. Santos. According to the San Andreas Police Department, the purpose of implementing districts is "holding competitions..- catching the most suspects, seizing the most narcotics, writing the most traffic citations." This is the sort of policy that breeds polarization rather than a united and equal department.

 

With the introduction of two precincts - for official Troopers only - Volunteer Troopers get left out at Pershing Square. San Andreas is supposed to be a state for all Troopers, including dependant and new Volunteer Troopers. The Command Staff of San Andreas Police Department considers it more important to form two teams and turn Troopers against each other, rather than involve, guide and instruct new Recruits and Volunteers.

 

The Office of the Governor is reviewing this inequal and inefficient system.

The Office of the Governor could not be present at a Congressional hearing of which the Governor was notified several hours prior to it. The latest statement H. RES 015 of the Congress, claiming that the Governor had agreed to the scheduled hearing, is false - please see the transcript.

The Office of the Governor has not been given access to the complaint of the San Andreas Police Department nor information or evidence regarding the alleged abuse of power. The Congress has failed to disclose the required documents in preparation to the hearing and has failed to respect the right to a due process. The Office of the Governor executed its rights given by the Congress and has never abused its power. While breaching Article II of the Constitution, Congressman and Chief Lockeheed of the San Andreas Police Department is misusing his rights and abusing this supreme body to serve personal interests. A Congressional hearing is not the constitutional method to address concerns regarding salaries.

 

Neither one of the Chiefs was present at the Congressional hearing and security personnel, Mr D. Shelby, was randomly summoned to testify during the hearing. Mr Shelby is a freelance employee and is in no way employed by the Office of the Governor. 

 

Due to this outrageous process, the executive privilege of the Governor is breached by the Congress. The Office of the Governor will soon disclose multiple documents proving that the salaries were not reduced to obtain access to certain unknown confidential documents. In fact, the salaries were never reduced during the recent station inspection.

 

This process is once again a dark page in the history of San Andreas.

United States Congress

 

1. In addition to PUB 001.

 

In addition to the latest publication of the Congress, the Office of the Governor would like to clarify that Mr Shelby did not voluntarily testify during the hearing nor was told or informed that he had the right to decline testifying. Senator and Congressmen Carter misused their influential positions as Congress to force Mr Shelby to the stand by publicly announcing and directing him to the chair.

 

Mr Shelby was not informed about the subject of the matter or the reason of why he was forcefully requested to testify.

The complaint is just as vague and subjective as this process and is full of untrue facts. The Lieutenant and Chief of the police department chose this far reaching method and accused our Office of abuse of power and attempting to gain access to confidential information. The allegations are not substantiated with evidence. It is uncertain which internal information the Governor has supposed to get access to. The Lieutenant voluntarily approached us during the station inspection. The police department again shows a hostile and uncooperative attitude towards the Office of the Governor. One reason of why the salaries were reduced by the Office of the Governor.

 

Troopers do not earn $4,000. Troopers earn $3,000.

 

One cannot be accused of blackmailing when he is not after or aware of any specified internal or confidential information.

San Andreas Police Department

 

The Governor's Office wants to ensure equality to all government employees employed at the San Andreas Police Department and its divisions. Employees of the San Andreas Police Department should receive equal pay for equal work. The salaries of SWAT personnel have been set to $1,000.

 

All employees shall be paid equally, as the Bible tells us: "And when those hired about the eleventh hour came, each of them received a denarius. Now when those hired first came, they thought they would receive more, but each of them also received a denarius."  - Matthew 20:9-10.

1. San Andreas News

 

The Government of San Andreas is currently attracting investments to boost San Andreas News in an effort to establish proper news gathering in the state of San Andreas. An investment is essential to restart the activities of the company.

 

The company is in the early stages of engaging with a potential investor.

2.  Protest Pershing Square, Los Santos

On the 2nd of March a significant group of men gathered in Idlewood to organise an unannounced march to Pershing Square, for a protest in front of the Los Santos Police Department. The protestors gathered together to show a strong disapproval about corruption and police brutality. The Command of the police department seemed present but unavailable to enter into dialogue with the protestors. 

 

Dispite a few men repeatedly chanting "Allahu akbar", the crowd seemed peaceful and addressing a serious concern. The protest was ended with police force.

 

The Office of the Governor is open for criticism regarding government corruption and/or police brutality by the San Andreas Police Department.

The Office of the Governor has ceased all operations in response to an unlawful detainment of the Governor of San Andreas by agents of the Federal Bureau of Investigation.

 

Governor B. Finney was brutally detained with the use of flash bangs and dragged along. The excessive use of force is inappropriate as the Governor is a known public figure whom has no reason to flee. The Governor is currently being held captive by federal agents for unknown charges and without a reasonable suspicion. Reason this unlawful detainment is kept silence is because of questionable and corrupt offers to participate in shady deals.

To all citizens and business owners in Bone County in response to Bone County Resistance' latest announcement,

 

We urge all law abiding citizens of San Andreas travelling to and residing in Bone County to ensure not to interact with men representing the Bony County Resistance organisation. As of January the 8th, 2020, Bone County Resistance is subjected to the authority of the State of San Andreas. Bone County Resistance has no legal standing to enforce a permit system from business owners operating in Bone County.

 

The latest official announcement published by the said organisation is a threat to San Andreas and the fundamental rights of its citizens. Bone County Resistance appears to be breaching Article II, III and IV of the Federal and State Laws, as well as the Bone County Safety Act 2020 again. Rather than investigating local drug dealers and abusively profiling its suspects, the Government of San Andreas hopes to see a prompt and torough investigation of the Federal Bureau of Investigation in the wrongdoings of this terrorist organisation.     

 

The Government of San Andreas promises to extend the Bone County Safety Act 2020 with additional self defensive rights if law enforcement agencies fail to guarantee safety to law abiding citizens in Bone County and enforce the San Andreas Federal and State laws.

INAUGURATION OF NEW GOVERNOR

 

Dear Citizens,

 

I, Ace Westbrooks, was elected as the new Governor of San Andreas on May 9th and will serve this position for the next three months. None of these would have been possible without the selfless efforts of the best libertarian campaign team ever assembled in the state. From the Vice Governor, to every party supporter who stood with us during our campaigns, conferences and rallies. Thank you for having faith in us to move this state in the right direction. We will make life more affordable. We will strengthen the Police Department. We will take guns off our streets. We will lower the taxes and we will keep investing in the people! We have hired secretaries for Law Enforcement and Emergency services and in the coming days we plan to meet the heads of Police and Fire departments and review the departmental issues.

This election is not the ultimate win for the Libertarians, but is a chance for us to change the state and make it a peaceful place for our future generations. Let us all work hard to restore the prosperity of our land and make it a better place. We won because we listened to you, and what you have been going through. AMENDMENT TO SA-PSC § V.1.

 

Legalization of weed smoking:

 

The possession of weed has imprisoned millions of non-violent people which is not only unfair to these people but also uses up resources that would be better spent prosecuting and imprisoning real criminals and violent law offenders, since smoking weed is less harmful than any other drug with no side affects and also plays its role in relieving stress and anxiety. The War on Drugs has always been ineffective at limiting access to dangerous drugs and, instead, empowers dangerous gangs that make incredible fortunes on the black market for these illegal drugs. 

 

In view of the recent elevation in the crime activities in the city, the government of San Andreas solely focuses on targeting crimes which are actually "crimes". We therefore decriminalize the smoking of Weed and hence a small possession of this drug, which will help the law enforcement to protect the people from other harmful drugs. I, therefore, legalize the possession of less than or equal to 500 grams of weed. The smuggling and manufacturing of the drug is to remain illegal, however.

 

The article SA-PSC § V.1 has been amended as follows:

It is strictly forbidden in the great state of San Andreas, the acts of introducing, manufacturing, possessing or distributing harmful drugs like heroin or meth, with the exception of weed which may be legally possessed by an individual up to a limit of 500 grams. If ingredients are found alongside with the illegal substance, and they are used to produce these substances, they are to be seized with the drugs. The exception to prohibited possessions also include the sole possession of two or less drugs in the form of joints or syringes.

 

  • SA-PSC § V.1.1. Property Search
    If the subject of a search is found to be in possession of more than 500 grams of weed, a warrant request may be sent to the persons of authority to approve warrants, against the subject's properties, which are then to be searched and seized of eventual illegal items that are found.

AMENDMENT TO SA-PSC V.2 

Ban on Military Grade Weapons:

 

The easy access to illegal military grade weapons and the spate of gun violence in the recent years strongly suggests that the government should strengthen the gun storage laws, to prevent weapon trafficking and allow law enforcement to remove firearms from dangerous situations and places since an assailant with an assault rifle is able to hurt and kill twice the number of people compared to an assailant with a handgun

 

In order to prevent further mass shooting deaths, the government of San Andreas bans the purchase, sale, transport and use of military grade assault weapons and rifles with high capacity magazines, since these lethal firearms, designed to kill humans quickly more efficiently, are used for no other purpose than mass killing of innocent people in the shortest time, should be kept away from civilians. Hence, any property found containing illegal military grade weaponry, may be seized by law enforcement agencies for a period of 14 days for further investigation along with the illegal weapons.

 

Amendment to the article SA-PSC § V.2:

 SA-PSC § V.2. Possession of an assault weapon or a sniper rifle [F]

The possession of military grade weapons is strictly prohibited in the state of San Andreas. If a person is found possessing any of the following firearms, they will be immediately seized along with person's weapon license:

  1. Assault Rifles (M4 Carbine and AK-47)
  2. Sniper Rifles
  • SA-PSC § V.2.1. Property Seize  

Any property in the state if found containing illegal military grade weaponry may be seized by law enforcement agencies for a period of 14 days for further investigation along with the illegal weapons.

 

 

 

This amendment was passed by the office of governor on 1st June 2020.

INAUGURATED AS GOVERNOR OF SAN ANDREAS

Dear citizens of San Andreas! You have made your voice heard and given me, Richie Kavanagh, your full trust to serve you for the next three months as best as I can! I do not take this task lightly and I will give you my utmost best to fulfill all the promises I have made.

It has been a busy day! Many hands were shaken, many ideas and concerns were brought up to my attention. Shortly after the inauguration I had the pleasure to attend a wedding and give my blessings to the newlyweds, congratulations again from the government! San Andreas Impound & Towing Services has found a new manager - as of today Mr. Brendan Finney has been appointed back in-charge of the organisation to make sure our streets are free of illegally parked vehicles and the roads are safe for use. SAIT will also start focus on co-operating with the law enforcement units to assist with the towing of different impoundment-needing vehicles either belonging to suspects or vehicles that have been involved in reckless driving and other traffic violation cases.

We have launched a campaign to provide the state with more jobs! If you are looking for a high-paying government job and wish to make a difference, make sure to apply here or contact our vice-governor Dana Flores for an interview.

We have begun seeking out architects and gotten blueprints for the new recreational area planned in the Glen Park area in Los Santos. All to be done within weeks! There's much to look out for during the governorship, but the beginning has been strong - like promised!

Once again I thank each and every one of you for giving me your vote and we shall see on the streets on San Andreas!

CHANGES IN THE GOVERNMENT

Dear citizens of San Andreas,

 

we're happy to announce that after just 1 day in the Office, the Office of the Governor is already releasing its first pieces of work. First of all, we've introduced/edited the following laws of the San Andreas State Law:

 

Section IV

Spoiler

Have been redefined the parties who can act as Prosecutor in Courtcases and who they are allowed to prosecute for the State of San Andreas.

 

 

SA-PSC § I.13. Self Defence (NEW!)

Spoiler

Citizens may now defend themselves with equal or less force used by their attacker as long as they provide medical and & call 9-1-1 immediately after the attacker has been succesfully neutralized.

 

 

SA-PSC § II.12. Failure to pay a fine

Spoiler

Failure to pay a fine will now be arrestable on the moment of the infraction and not after a 7 days period, unless the suspect hasn't got money and they want to withdraw money from the ATM to pay the fine, on discretion of the trooper issuing such fine.

 

 

SA-PSC § III.1. Trespassing

From now on, citizens may verbally warn trespassers to leave, and if they refuse to, the owner of the respective property is allowed to use force against the attacker as long as they will then immediately proceed to dial 9-1-1 to inform the PD about the trespasser.

 

 

SA-PSC § III.9. Private Property

A new law has been introduced that defines that private properties are not allowed to be trespassed without the owner's authorization, and such private properties are only defined as owned by a single citizen rather than a group of citizens, an organization, a department and/or the State itself.

 

 

 

Regarding our diplomatic relationships with the citizens of the State of San Andreas, we're constantly creating new friendly ties with the citizens of all the three cities - Los Santos, Las Venturas & San Fierro - and we're trying to reach a friendly agreement on the Bone County issue (see: Bone County Safety Act 2020) in order to successfully liberate the Bone County area from the anarchic and barbaric organization self-proclaimed as the "Bone County Resistance", one of the organizations who has completed the major number of attacks of terroristic background.

 

Earlier today, just after the Los Santos City Hall's Press Conference, our Vice Governor Dana Flores has successfully performed a Q&A with the citizens, answering to their questions and resolving some of their problems in an exhaustive manner and timely fashion. She has also conducted a live interview with Radio Arab 2020 where she has explained our future projects and manifesto to the citizenship of Los Santos, including the Glen Park Project and the East Los Santos Project. She has also explained the current tumultuous relationships with the Bone County pseudo-government, and how the San Andreas Government will eventually proceed against it.

 

Lastly, we've entirely revamped our governmental roster with plenty of new Secretaries, City Hall Clerks and much more which can be seen here. We are sure that together we will form a great government that will be hopefully able to govern upon the State of San Andreas in a professional, wise and responsible manner for as long of time as possible. Lastly, we look forward to — along with the citizens — make San Andreas better than it already is and ensure that the famous "American dream" won't be anymore a dream, but a reality here, in San Andreas.

TRAFFIC SAFETY WEEK

Dear citizens of San Andreas,

 

in order to ensure safety on board whilst driving, regard and fair concern of the traffic regulations, and to prevent vehicular crashes and other unfortunate events, we're happy to introduce the "Traffic Safety Week", starting from Sunday the 4th of October, 2020 to be lasting one week (7 days). In accordance with the San Andreas Police Department, the State of San Andreas' Government will be hosting the Traffic Safety Week in order to ensure that the traffic laws are hereby expected. Be ready to be pulled over more often than usual, encounter various checkpoints in whole Los Santos and its surroundings, be asked for your licenses by the Troopers & eventually fined if caught breaking the traffic rules! The San Andreas Police Department will also be keeping a closer eye on the citizens & conduct various operations regarding traffic safety operations and task forces throughout whole San Andreas.

 

Furthermore, the Government urges all the citizens of San Andreas to watch your speed when driving, especially in highly populated places and/or kids' areas, follow both old & new traffic regulations, fasten your seatbelts, have your headlights on during night-time (from 8:00 PM to 8:00 AM, time might change due to weather and/or other natural reasons), and so on!

 

Lastly, we'd like to let the citizens be wary of the new traffic regulations being active from now, which can be seen here. Happy driving!

A request of impeachment has been forwarded to the U.S. Congress. The State has initiated impeachment of the S.A.P.D. chief of Police Stock Smith. Mr. Stock Smith will be temporarily stripped of his rights as the Chief of Police throughout this process. Deputy Chief Mr. Shane Williams is to assume Mr. Stock Smith's role and responsibilities during the impeachment process.

The State has found S.A.P.D. to be in violation of the State Law, S.A.P.D's inner regulations and has publicly defamed the State Government under the leadership of Mr. Stock Smith and holds him responsible for the vast negligence of duty that is being conducted behind the walls of S.A.P.D.

Impeachment trial dates and times will be released by the U.S. Congress shortly.

Official construction of the Glen Park recreational park area has begun! Today the governor of San Andreas hosted a brief conference at the Glen Park where he was accompanied by the Secretary of Interior who also had a few words to say to the public. The State seeks to officially open the area for public on the fifteenth of October this year. The recreational park will serve as the community center for the public where the citizens are able to spend their free time either by having a swim in the lake, having a picnic or just going for a stroll in the gated park area. As a surprise, we've decided to add a dirtbike track around the park where enthusiasts can test their skills and where the government will be hosting all kinds of tournaments and events. Decision is yet to be made if we're going to allow motorized bikes on the track as well or keep it for mountain bikes and BMX's only. Very-very exciting nonetheless!

Vice governor Dana Flores has resigned and her position has been picked up by Brendan Finney. We wish Mr. Finney the best of luck and strength in the position as the vice-governor.

State Business Support Fund has been launched and is waiting for applications! State Business Support Fund is being regulated by ARTICLE IX. STATE BUSINESS REGULATION. The Department of Treasury is going to announce the first wave of accepted businesses tonight, 8/OCT/2020, at 19:00 CET. There is still time to apply to be able to be considered to be picked in the first wave of State Businesses. See you all at the conference tonight!

The governor's office has been utterly busy ever since the election. Enormous amount of work has been done, but even more awaits! As the investigation report from Homeland Security is being assembled to determine the outcome of the Bone County Safety Act, the governor accompanied the Senator and the U.S. Congress out to Bone County to celebrate the end of the war on its' one year anniversary! As the war veteran himself, Mr. Richie Kavanagh, the U.S. Senate and the U.S. Congress visited all the important landmarks, paid respect to the dead and even posed infront of the historical "bunker".

We are also glad to announce that our government established a hotline! All citizens are welcome to set appointments and ask their questions by calling the number 6-0-0!

Now, there have been few changes in the governor's cabinet due to unseen circumstances. The spot of secretary of Department of Treasury has been taken by Jason Miller - we wish Mr. Miller the best of luck and strength in carrying out the assigned tasks and get the State Business Support Fund running smoothly.

We would also be glad to announce that the construction of the Glen Park recreational area is almost at it's end and everything is going according to plan! We welcome all the citizens to the grand opening on the 14th of October, 17:00 CET - the governor and the secretary of Urban Development will be cutting the rope and will officially open it up for the public for the very first time!
