Following The Silent Times
Kira was strangely quiet yet performing her governance. Kira had been holding private meetings and questioning through phone, office, or in the car. Although, a Governor to appear on streets and asking or being asked is unusual. Kira served in employing and guiding many citizens that were seeking better future by one call.
A day ago, Kira was conducting a meeting with a client for the company she's part of, until a call was sent to her phone number by a citizen seeking a job.
It was never easy to keep up the responsibility of Governor without ruining something in process but Kira managed to not do so.

My suggestion would be;
1. Remove two missions from ground missions which are 4 (excluding heists)
2. Add one water mission as stated above
3. That'll make it 2 ground missions, 2 heists, 1 air mission, 1 water mission - less missions, different missions
- Water mission won't have a beeping stuff and shit like that, it'll be like a smuggle run(first ever smuggle mission) but it'll be through sea, and it'll spawn somewhere in the middle of nowhere in the sea (North bounds from LV's Creek to SF Ocean flats) far away.

The New Governor, a Leader.
SpoilerAfter participating in the elections for 2023's. Kira won the elections after having her rival disqualified for several violations. Kira also received a promotion on her US Navy career as well as becoming the new Governor of the State of San Andreas after taking the oath.
Kira Hernandez currently holding leadership positions in various places.
