Intelligence from federal liaison sources indicates he served with Serb-aligned forces in northeastern Bosnia. Unit affiliation is believed to be with the Garda Panteri paramilitary group. Following the signing of the Dayton Agreement, Gvardia reportedly went into hiding from a variety of actors - namely rival paramilitaries (Arkan's Tigers), the Ždrale Crime Family, hostile factions within both the Republika Srpska and Serbian/Yugoslavian governments and the International Criminal Tribunal for the Former Yugoslavia (ICTY), for several years before emigrating to the United States in 2004. Entry records are under review to determine visa classification and sponsorship details, as it is not known how Gvardia arrived in the country, although trafficking via sympathizers through the use of boats from the Port of Neum to Ocean Docks over the span of months is suspected. Cooperation with Australian Federal Police has also indicated that Gvardia had a presence in Melbourne, Australia at some point before his arrival in Los Santos, living in hiding with family members before his exposure. Known Associations Gvardia is believed to maintain close contact with individuals of Balkan origin operating in Los Santos. Surveillance indicates frequent meetings with subjects under investigation for: Narcotics distribution - mainly marijuana Arms trafficking Protection rackets Vehicle theft operations He is considered a senior soldier within the Gvardia Corporation (no relation). While not currently identified as the primary decision-maker, his demeanor and observed behavior suggest a position of authority within structured operations. Individual Associates include: Sonny Gvardia (incarcerated - former caporegime - NOT RELATED) Jose Esparragoza  (suspected burglary operation) Jahmal Jone (suspected burglary operation) Aniello Ricchuto (suspected vehicle theft operation - relationship unclear?) Behavioral Assessment Unlike most in the Gvardia family, the subject is rather young, and thus presents himself as pragmatic, progressive, and methodical. Witness interviews and field observations note: Preference for street attire A mixture of formal and informal verbal engagement Little adherence to hierarchy and chain-of-command structure, more loyal to friends rather than family A sense of paranoia Subject appears physically capable and demonstrates behaviors consistent with prior military training. Threat Assessment Gvardia is assessed as: Low visibility, high capability Unlikely to engage in spontaneous violence Likely to respond decisively if organizational interests are threatened No confirmed felony convictions within San Andreas jurisdiction at time of report. Investigation remains ongoing. Prepared by: Organized Crime Division Los Santos Police Department State of San Andreas
