 It is very likely you will come across, or atleast eyeball with a criminal of San Andreas. But is it stll habitable for everyday people?  

It mostly depends in the area if you live in. Glen Park and  Downtown Los Santos' rents/house prices are high, but it's most likely due to the fact that it is a guaranteed crime-free area. You won't hear sirens, only a few times do they come around, and you'll be most safe-and-sound you've ever been. Back to the main topic. Crimes and drug trafficking is on a high-rise these days, robberies and homicides are everyday things for the citizens now, and yet we are still only allowed to defend ourselves on our own property. This is a ridiculous law, as if you are going home late through slum, high-crime rate areas, someone may approach you and rob you. You might have a gun, but instead of the law granting you self-defense in public areas, you get your gun stolen by a gangbanger that will surely be discharged unlawfully and circulate in the arms of many more people willing to do harm to others, innocent or not. We need an immediate change in gun laws!
