  i was driving at the Las Venturas Highway and my screen went bugging out with some black big lines and started to get fps drops and i dont know where were i going the last thing i've seen is i was in the Train rails and i got banned for speed hacks, when i was driving i can see my speed was only going at 184 with my comet top speed.

Lag doesn't increase your speed. Speed is server sided and whenever it is altered, a warning is triggered.
