On a warm summer day in Liberty City, Dustin Spencer was born. His parents, both of whom were police officers, were excited to welcome their first child into the world. Dustin has been always surrounded by law enforcement, sight and sound.
 

Dustin grew more and more fascinated by his parents' jobs as he would frequently go on ride-along with them. He would marvel as his parents put in an immense amount of hours to keep the city safe and sound.
 

Dustin's passion for being a law enforcer only grew stronger as he got older. He devoted countless hours to reading books about law-enforcing and researching strategies employed by the LCPD. Knowing that their son had the potential to one day become an outstanding peace officer, both of his parents supported his interest.
 

Dustin made the decision to pursue a career in law enforcement as soon as he finished high-school in order for him to follow in his parents' footsteps. He applied for the LCPD, and he was overjoyed to be accepted into their academy.
 

Dustin was focused on succeeding despite the challenges and hardships he went through in the academy. He worked tirelessly to improve of his skillset and to acknowledge everything possible about policing. His hard work paid off when he graduated top of his class and was assigned to patrol the city streets.
 

Dustin established himself as a committed and competent peace officer in no time. The community learned quick that they are to come to trust him, and his coworkers to well like him. His parents were very proud of the young man their son had become and knew that he had a path to walk set for him.
 

Dustin's reputation as an impeccable officer who was able to defuse even the most vulnerable situations earned him another nickname from his colleagues. They started calling him "The Iceman" because of his ability to keep calm under pressure. No matter how tense the situation was, Dustin always remained calm, analyzed the situation, and made rational decisions based on the facts at hand. His ability to remain calm in the face of danger inspires the confidence of his colleagues and makes him an invaluable asset to the Liberty City Police Department.
 

Dustin has learned of something unexpected after working there for a long while. He was being transferred to the SAPD, the large agency that covers the vast area of the state of San Andreas. Although he was sad to leave Liberty, he knew that it is a great opportunity to advance within his career.
He packed his stuff and gathered his possession and made for Santos.
