As for the chat itself, which was "teleport hacks", that's what the administration called it [of course, it admits to use a hack] it was not a teleport hack itself, but something like a speedhack, the character ran much faster than it should, I used it when I did not have a vehicle, it did not give me a special advantage in the game over other players, it only allowed me to save time.
