This was long needed as even on a Medium level roleplay server, 60 seconds doesn't add up to murdering someone or doing other crimes.
Increasing jail time in-game could cut down on the rate of criminal antics, even if just a few percent or less it would still give people a second thought before commiting a crime.
This is not really a general more of a PD but if you have a social affairs or whatever division then why couldn't you give crimes each a proper amount of jailtime that they deserve.
In my view on the situation the following time should be spent in jail for each crime (but ofcourse plz dont get offended this is just my god damn opinion no need to hate just tell your opinion and i will take it dearly)
Evading:3 minutes
Aiding:1-3 minutes.
Failure to comply:2 minutes
Posession of Narcotics:1-3 minutes (depending on amount)
Posession of Marked Money:1-3 minutes (depending on amount)
Posession of Trackers:2 minutes
Posession of Explosive Devices:3-5 minutes (depending on amount)
Assault/Battery:3-5 minutes
Robbery:5 minutes
Attempted Kidnapping:5 minutes
Kidnapping:5-10 minutes
Unlawful Discharge of a Weapon:5 minutes
Attempted Murder:5-8 minutes
Murder:5-10(+ depending on amount of murdered people)

He later discovered the chainsaw he used as a weapon after searching the now abandoned factory. When Winston Hoyt, the local sheriff, tried to apprehend him, Thomas' brother/"Uncle" Charles "Charlie" Hewitt Jr came to his aid and killed the sheriff with his own gun. Charlie later assumed the sheriff's identity. Hewitt later made masks of human skin by slicing off the faces of his victims. Although Leatherface's family still manipulate him in this interpretation, they do show themselves somewhat more caring for him and less abusive than in the original film. Before killing the sheriff, his brother/uncle Charlie even defends him by saying, "He's not retarded, he's misunderstood." The cruelty he suffers at the hands of his peers, inpart, inspires his murderous behavior, however it's his brother/"Uncle" Charlie who encourages his anti-social behavior and impulses. At the climax of the remake, protagonist Erin Hardesty cuts off Leatherface's chainsaw-wielding arm with a meat cleaver, and Erin is able to escape him, though Leatherface survives the cleaver attack. Leatherface escapes after police discover his ranch house and find the remains of 33 people. The police fail to secure the crime scene properly, allowing Leatherface to attack and kill two officers. Leatherface then escapes and disappears, and the case remains open. In 2010, they discovered that Leatherface has kill 12 more people in Bowling Green, KY and made his way up to Indiana. The police are still looking out for his wherabouts. Andrew Bryniarski, who played Leatherface in the remake, states: "In my estimation, Leatherface is like a beaten dog, he was ostracized and ridiculed, and treated harshly by his peers. The psychological damage they inflicted was immense, there's no chance for him." Terrence Evans, who played Leatherface's uncle Old Monty, says, "I think there was a chance Thomas' life could have been different. But the teasing he suffered, coupled with a bad temper, and following Hoyt around like a puppy dog, left room for Hoyt to get absolute control." In the Alternate Ending, the SWAT team found the body that looks like Leatherface; however, Erin looked at photograph and she tells them that they got the wrong guy because they found the body had two arms; however, Leatherface had one. Also, the SWAT team just missed him. Leatherface sneaked out of the building.
I'm not no mathematician, but if he was bron in 1906...Wouldn't he be like atleast a 100 years old? Seems kinda off. Also I couldn't properly understand the timeline of things since the first sentence in the story you wrote above, You could polish some stuff..

I don't see where the problem is. just because there was a flanking support team on the side helping us rply escape and firing shots doesnt mean it was a festival specifically for DM .
My purpose wasn't to start shooting cops, just wanted to have a fun time roleplaying as a criminal for once. as to my knowledge I believe atleast one more was conducted which ended up with a shootout... why didn't anyone get banned? Alright, you're right in some way i might've started flaming but thats not a perma ban thats a minor offense compared to a so-called DM festival. As far as I know only I was banend or one or two more people.
So give me rock solid evidence of me being the head of this deathmatch spreading bank robbery operation.
And I mean rock solid, not just guessing and not just pointing fingers like most of the time staff did in my opinion at this event,

OSHA short for Occupational Safety and Health Administration was founded in the early 1970's by the 37th US president, Richard Nixon. In most of the states there are usual checkups by one or more of the current 2,000+ workers in the government agency. The current government seems not to be bothered with any of the OSHA laws which can prevent life-threatning situations
For example, look at the current Idlewood gas station. On the top there is a stationary helicopter most of the time, a few couches and a table or two. This is highly dangerous as the roof could collapse any time if too much pressure is put on it. But there are obviously way more houses that have structural and design-side flaves in them.
We can vote to implement OSHA laws in the state of San Andreas aswell!

Story: James Barksdale is the only son of Edward, a small family from Canada. both of his parents were working for a really low salary in the Canadian Docks and the only place they could afford was a shack at the outskirts of the city. One day while they were working, a man approached both of them and told them that he can take them to the United States and give them a better and easier job for a good salary. Hating the conditions they worked in, they immediately accepted the offer and two days later grabbed everything they had and along with their son, they were hidden inside a container ship that was traveling to Los Santos. At this time James was only 15 years old. Once in Los Santos, they were then hidden in a truck that was heading towards Montgomery, at the Sprunk Factory. The same man that got them into the US, gave both a job in Montgomery at the factory. The salary was indeed bigger but the conditions were not that better.
The man also rented them a trailer in the park just at the entrance. After this day, the man was gone for good. The couple tried to gather some money for a new house and for their son's education but they weren't able to. After 4 years they managed to get a cheap Tahoma from some co-worker in the factory and paid for their son's driving license. The car itself wasn't in good shape but as James wasn't going to school he fiddled around with it and managed to keep it in working condition. One year later both of his parents passed away due to an unknown disease and now James was faced with having to pay a rent, get food and since he had to use most of the cash his family got, for their funeral, he was left with almost nothing. After working at a mechanic shop, James earned himself some decent money which allowed him to buy a property in East LS. That was the time when he met Warren and Anders there, the duo were good friends, they once saw James going to work early in morning while the duo were creating some graffiti's on East LS walls, they invited James to join them in the graffiti's, the duo taught them how it is being done, and that was the just the begging of their friendship.
The trio lived in the neighborhood for the whole of their lives and was very patriotic for their street and for their country. This is because of the rising gang culture in the city as people started fighting over their Streets and believes. A few weeks after that the trio decided to equip themselves with numbers and created the ballas street agreement. This was an agreement towards the neighborhood to protect each other. This gang eventually started populating the entirety of East Los Santos so eventually changed the gang name to Rollin' Heights Ballas to make it official. This movement was underneath the radar of the public. The crime rates in East LS started increasing with rival gangs the groves attempting to take over the neighborhood and overpower the street warriors as they see it. It took a few months of increased gang violence of the pack to start wearing colors of green to signify them being the good side as they see it as "The good side always wins". This quote was heard around town and was mocked by the public until they realized all the crimes they did in the past few months.
The ballas houses were trashed by the gang members, this led to the death of Warren and Anders parents when they were shot by a drive-by from masked grove gang members. This sparked the Rollin' Heights Ballas and started collecting more members to get back at the Groves. The gang rivaled up members and started taking the fight to them. Anyone who tested them on ballas was beaten or shot. This spark in anger changed the gang from a gang for self-defense into a gang who wanted power. Many of the members endured this new direction for the gang as they were tired of the other gangs are as they said "Thinkin' them niggas are hard as nails". A lot of the leadership were preparing for the worse for the ballas members but no one fully realized how crazy everything was just about to get.
Current Status: This is how James got himself into a gang, he was a hardworking man who was living a simple life by working at a mechanic shop but now he's a serial killer, robber, kidnapper, and is addicted to drugs. Currently he owns a carwash in LS, which is run by him and few other gang members of his - as the groves are back in hood, he has started recruiting more rats and has plans of bringing more weapons to the family. He still has a dream of owning a lot of fully customized lower riders, owning a decent house somewhere in Los Santos, and ruling the streets of Los Santos.

not a single server gives out perm bans for any counts of murder so i dont know where you are getting at, even IRL they give lifetime sentences if the person killed multiple people or is being a dick to the judge or like malnourished or killed a baby to death
