You're acting like you're switching to GTA V. SAMP 0.3DL is just a VERSION it wont do any harm to ur PC or cause ur pc to burst into flames
What is CAC? - If we're gonna switch then that's management's problem to figure out how to port over their super duper anti cheat to 0.3DL

New comers prefer to still have 0.3.7 R1 - R2 due to it's compatibility in modification / FPS unlockers that is good for potato PC's
not all new comers knows/prefer to download 0.3DL, to much hassle since some players plays other server with 0.3.7
Download SAMP Addon. I'm pretty sure 0.3DL has a whole lot of FPS unlockers aswell.

Considering the playerbase kind of looks like this:
10% - Competent roleplayers
45% - Can't speak english properly
30% - Can't roleplay properly
15% - Okay roleplayers

3 - How will more memory be used? If your PC can't handle a 17 year old game (to be) on atleast around medium settings no materr what launcher you are using without any mods then I'm sorry but that sounds like a you problem.
4 - I don't think custom skins being implemented means everyone will be able to get their custom skin - Maybe if management decides to. I've seen it done but it requires server restarts and is somewhat a long process to avoid restarting the server for 3 players every week.

1. speed cameras that actually fine you for going over the speed limit. Would be a useful feature considering we have health and hunger bars for "realism", so then why don't we add another sort of useless thing just for the fun of it. But this can be countered with a speed camera detector. it'a an irl device that you put in your car, and it begins beeping/making clicking sounds faster and faster as you approach speed cameras, urging you to slow down. (legal in the state of clifornia aka san andreas) this device could be found either at car dealerships or electronic stores (maybe even both) at a whopping price of around 50k~
2. second suggestion would be that there are no more free cars around, instead there are state owned car rental shops scattered around city hotspots.

It takes 10 minutes on an interview and it takes hours in investigating if someone is doing a proper job. Crap// some of the volunteers go un noticed while they genocide the server.
They ruin fun for everyone and some troopers just run behind them trying to teach them.
some others give a damn since at the end they wish to enjoy instead of babysitting.problem is, even troopers and + cant do their job properly and will end up with volunteers, now having a whole lot of powers
