I came up with the idea of a bus driver job, you could pick it up at Unity Station, LS. There would be 2 lines, an LS line and a State line.
The LS line would go like this : Unity Station - El Corona - Pershing Square - Downtown LS - Mulholland - Vinewood - Rodeo - Temple - Market - Jefferson - Los Flores - El Corona - Unity.
The State line would be: Unity Station - El Corona - Pershing - Market - Temple - Rodeo - FC Gas Station - Easter Basin - Downtown SF - Doherty - Bayside - Fort Carson - Bone County - LV Creek - LV Strip - Dillimore - Unity
LS Line would pay about $800/stop and Statewide Line would pay $1200

A suggestion about some kind of engine tuning so , basically you can modify your engine which increases your horsepower top speed etc..
You say it would be unfair well, if you go to a drag race with your 2004 Ford Focus unmodified, then that is your problem. IRL it's basically the same unfairness. Also cops they have real slow cars and compared to what a lucky business man could do with his cars to escape cops etc, that would be very unfair, and because of that all cop cars could be equipped with Professional so that criminals are able to get cops off them but cops have a chance to catch them
So there would be some levels
- Basic - $10-20,000 (price could be negotiated with community)
- Professional - $25-40,000
- Expert - $40-70,000

Some sort of skill based contest like racing tournaments, civillian progress like tournament in civ side which is the legitest group most active civ group and a civillian idea tournament where people would submit suggestions and group ideas etc and the top 3 suggestions will get featured in game and the winner of group ideas idk
