After reading all of this shit(which I did not lmao), remove the cool down system, that is it. No more moaning from criminals, nor from cops. (2.4k hp, 5k hp) bla bla.
Remove it, seriously. Would be much better, equal from both sides.

I avoid pits, and actually PIT the cops. But when it comes to shooting, I control my vehicle with popped tires as well, but then they shoot the whole vehicle to destroy it.
I drove for like 15 to 20 minutes with popped tires, and cops still could not PIT me. About Bad driving, yes I am bad at evading shots but my control is good.

You’re allowed to shoot an evading vehicle, not abuse it. Jump out of vehicle on purpose while the other 10 cops are following me and one asshole purposely jumps out of the vehicle just to pop my tires because his mentality is win to stay. How can I possibly shoot when I am the only one in the vehicle, do you even understand the main concept of what i am trying to stay or you’re here just to moan?
LET ME BE CLEAR TO YOU: COPS IN A PURSUIT JUMP OUT OF THE VEHICLE ON PURPOSE JUST TO POP THE TIRES OF A VEHICLE WHICH IS SLOWER THAN THEIRS, IF YOU THINK THAT THOSE CUNT COPS CAN DO SOMETHING OTHER THAN SHOOT, I STATE A BIG NO BECAUSE THEY’RE ALIVE ON THE BASIS OF SHOOTING. I saw many chases and it was in 95% done with respect of the sapd rules. People don't complain about the police also, so I think there is nothing to cry about.
The thing here is, SAPD Officers + often use these acts, now if you were in my place, you'd have understood of how this happened, the thing cops do is within the regulation, but is also abuse of how it is meant. It says you're allowed to shoot a vehicle when you're on foot, I see Officer+ jumping out on purpose just to shoot. Their mentality to win is stupid, keep on following the chase, I don't care if it takes a day, it depends on your tactics.

And besides, I've never seen a cop shoot that guy when he did /b3, and yes the dude DID NOT FUCKING FREAKING COMPLY, AND RAN AWAY, SAPD DID NOT SHOOT HIM. You're a cop, your duty is to keep the city safe, not to DM one suspect.

They are only allowed to drive by if a vehicle is faster than them, using force, I think you did not read the regulations completely that you're not even allowed to shoot at a suspect until he shoots, and as far as I know, you can PIT a vehicle rather than jump out of vehicle on purpose to not let the regulation be broken, and you stay as a cop, but NO. IT'S A COMPLETE NO, it's a clear abuse as you jumped out of the vehicle just to shoot, it's not that you got left behind and no other is following him. Cops don't have to be that retard in any way, and come to the forums suggestion board without knowing nothing. I'm gonna be clear here, Mr.Macon Ravenwood did teach you how to PIT a vehicle that is resisting to get Pitted. About the "should they keep on chasing until fuel ends", I think you did not hear clear enough, if fuel ends, you can just jump out of the vehicle, and shoot, which is a "reason". Since most of the people have noticed, even if you have a slower vehicle than a cop, and 10 are following you, one of them just randomly jumps out of his bike/vehicle just to shoot, I'd like to suggest to make a regulation against it since it's not fair when 1 out of those 10 cops jumps out, and starts shooting your vehicle " because you can't db", while the other 9 cops are still following me. It's just unfair. To those who moan about how will we catch suspects? I stated "A SLOWER" vehicle. And if someone here dares to say "report to IAD" simple, how the fuck are you supposed to turn the "recorder" on, keep on recording, get the back view on from where the cop is shooting, while 10 are following, and suddenly crash, sorry. This won't happen, we need a regulation AGAINST it.

This should be scripted. Supported. Cops/anyone can search the trunk as well, and for opening the trunk, you should not be able to open it unless you have keys, ir unlock them via special tool.
