If you're going to call someone a retard for powergaming then at least know what powergaming means beforehand. For future reference it's performing actions that are not possible (i.e jumping 100ft in the air then flying away like Superman). Also can be forcing someone into something without giving them a fair chance.

Turfs are fine on a server like this. Factions can fight for something. Though to be honest it should be faction vs faction fighting for any turf only. Not faction vs faction + 2 ally factions.
Keeps it fair for all.

Point is you can't brush off someone and tell them to go elsewhere for what they suggested but in the same topic suggest that players should roleplay fear.
Put your boot on the necks of those deathmatching, if they want to continue then just get them to fuck. There's a DM server there for a reason but I guess the opposition there is to much to handle that's why their on here doing it.

Just Photoshop graffiti onto a wall when editing screenshots so you can post them on your factions thread. In game graffiti mechanic would just look stupid.

Can we just have a whole section related to IC content. That way it's not all bundled under the City Hall forum.
Just call it In Character, move the web board there and add in a few more boards such as - Advertisements (anything not vehicles or properties. i.e roleplay goods), Graffiti (for gangs not mafias), News and Character Stories.

If the server has a consistant 100> sure. DM isn't likely to decrease either, since you could circumvate the system and just buy a weapon from another player instead.
What's the point of losing it for 30mins to 2 hours? If such license gets revoked it should be for days up to weeks not hours.

If they avoid being arrested, they avoid being arrested. There's nothing that can be done about it unless Management were to implement something along the lines of a "15hp and under" surrender rule, where suspects are required to give up once they hit 15 or below health. Drastic move, not many would even support such idea but just throwing it out there.

It's not pointless, OP has brought up a rather underlying issue that's gone unnoticed for a while. Jail isn't a punishment for whatever crimes you committed, the time needs to be increased greatly.
