You must be a paki to do that kind of shit. People who are here to do some nice roleplays do not do that. There are always admins who take care of rulebreakers. 

They jump because they get tased on the ground for what..5-6 seconds? and then they are free to just run.

Make it 40 seconds and nobody will run.

What if you extend the time that a player remains on the ground for around 30-40 seconds until the taser effect is gone. That would give cops plenty of time to hold the suspect down.

What if some groups high rank has an argument woth the group leaders ans decides to fuck around and gets punished 3 times in order to get the group closed? What..they should just watch?

This idea wont affect anything at all. Server HQ should just overview all the groups one by one and whoever doesnt seem fit for the roleplay server and is here to just fuck around, should just remove them. Or they can make a team of 4 5 people and let them overview each group activity in game and in forum and they do weekly reports at HQ about the assigned group.

Loot from dead bodies should be a big no. I agree on removing shacks and making them with an installable equipment in your house. Tho, every player should only be allowed to use one and not more.

Why not make the whole heroin cooking set purchasable by parts and let the player set those objects himself inside the house but they need to be close to each other in order for cooking to work.

Why not as well a repairing tool kit to repair cars and bikes. It will require you to be outside of the car in order to do so. Open the hood and fix the engine. It will repair like 25 percent of your vehicle and not fully, at least just to take you to a PNS. Also jerry cans.

Or just organise meetups and events at your bar? Invite people over and shit. Make standup comedy. Do something instead of just waiting for the drinks to be sold out of nowhere. Make a entry fee rply. 

[A few suggestion from me.]

• Add (!!) after a local shouting line. It looks weird to shout and have nothing after it.
• Add a purchasable rope in 24/7s in order for people to use to tie someone's hands just like /cuff does.
• Add the possibility to /throwperson on a vehicle's trunk. In order for the process to be completed the victim should /approvethrow.
• Add more animations. /walk is something that is needed. It is mostly useful for screenshots.
• Add a small boombox-ish device which would be able to transmit internet radio on a small range when it's placed on the ground or on the trunk of a vehicle.

• When you attach a weapon object on your body via /clothing, make it disappear when you have the weapon on your hand and make it re-appear when you get the weapon off your hand.
