If there should be an application it should be on a section on PD Forum. And that is to have your gun licensed and not get arrested.
Not having a gun license doesnt mean you cannot buy weapons.

The problem is lazyness and lack of chasing skills.
Keep an active air unit with shamal or helicopter or keep an active HSU deployed and there wont be any problem.
