What if there will be a scripted car rental place where people can rent car by sitting inside it and do /rentcar and it will charge according to the distance travelled or anything similar. They should be set in places where there is very less players like in SF and some parts of LV. In this way people who say they are stucked in LV or SF will not have to travel much... They just go to the rental place and use the car to reach to their desierd location

Reading all the suggestions of my mates here... I also want to add some things
- Guns should not be allowed to volunteers[I know it's stupid but many of them only use it for fun and not for duty]
- hand cuffs should not be provided to new volunteers, they misuse it too...... or they should inform on radio that why they cuffed the person so that other officials can see if he's suspect or not

For the ones who say: "BUT THERES NO COPS ON DUTY AND VOLUNTEERS CARRY THE DEPARTMENT"-- I'd say a big fat NO. Volunteers dont make anything better// except just creating a big mess. I know a few times some good roleplayers show up, but at the end// they end up leaving PD forever anyways... they have to work with 0 iQ colleagues.I don't believe it should be level 10+ but atleast a simple Interview system can do a lot good.
also it was suggested before to not let anyone go on PD duty unless he had had no crimes in past 1 week

The best possible solution as you say is Interview or some sort of training to teach them WHAT NOT TO DO

Yes... If not online maybe there should be an option to play song from our pc folder for ex c:doucuments/Gta SA User Files/SAMP/radio and in this folder we can paste songs which we like to play just like in single player

Yes I agree on this.Dont bring the state vehicles back. I can see Taxi job alive and people actually calling them from far away locations from LS. Adding a rental station at every village around SA would be cool instead of bringing back the State Vehicles.
