I'd consider unbanning if this was your first time "doing jokes with cops". I warned you plenty of times already right before banning.

If you're planning to switch to heavy-rp  gradually, this is a good step but if the server will remain light-rp, removing blips doesn't make sense.

 

Voted for removal of blips with following suggestions:

1- Add UAV which will be purchasable  from 24/7. Price can be around 100k. It will show all blips, like it was before. It'll disappear after death, just like mask.

2- Only blips of walkie-talkie members will be shown. It'll be really helpful, especially in turfs.

3- Some measures can be taken for PD i,e. increasing suspection time, more effective tracing etc.

• Make the server heavy roleplay. Players should roleplay minor actions especially whilst dealing with other players.
• Strict punishments. Reported players shouldn't get away with a  "Verbal warning" every time.
• Turf shootouts and smuggle should be rare occasions. Increase the cooldown time span for turfs and smuggle vastly.
• Introduce regulations regarding metagaming. Disallow it. People who acknowledge others' identity without getting information ICly should be punished. It will reduce "/s stop or i shoot" aswell. Players should have a proper reason for roleplay robbery or murder. A person having 10m in his bank and using the lame excuse of robbery should be banished. Remove "This vehicle is owned by xxx". "Owned by Player-A" should be only displayed on businesses or large scale properties. Private houses shouldn't display the name and further on.
• Increase the wages of legal jobs. 
• Players should be rewarded for roleplay such as forum badges etc. as Kacper proposed.

[Toggling Clothing Items]

Add the ability for players to toggle specific items from their /clothing. 
For example : Player-A has sunglasses in Clothing-A. 
/clothing > Clothing-A > Selecting Sunglasses > Having the option to toggle it on/off along with 'change position' & 'remove item'.

Roleplay example:
/me takes off his hat.
For that the player wouldn't have to disable the whole clothing, just the hat will do.

This suggestion is meant for all players including cops.

 

Yes, i'm aware that cops have more equipments but those are tasers, radios, notepads etc. They'll have same limit too, yet it'll avoid another imbalance between cops and criminals. 

[Weapon Carrying limit]

Add a limit for players to carry only 3 weapons at one time. (A melee weapon/bat and 2 more weapons). Players holding Deagle, Shotgun, Mp5, M4/AK and Sniper at same time is unrealistic and impractical. 
In shootouts or turf wars, groups will be more interested in forming strategies by appointing different players with different roles (snipers, assault riflers and demolishers) so not everyone would be pull out all the weapons out of their ass. Maybe a minor step to reduce unrealistic 1v5 shootouts also.

When a person would try to buy a weapon while holding 2 weapons already, a message such as "You cannot carry more weapons, drop your current ones before purchasing."  Similar to when someone would try to /giveammo or /givegun. A message such as "You cannot give Player-A weapon name as their holding capacity is full already."

PS: Player will only be allowed to carry 2 weapons irrespective of the melee weapon if he's carrying it or not.  In other words, the carrying capacity of player wouldn't increase by dropping a knife or bat.
