    PUBLIC HEALTH ACT 2020

    SAN ANDREAS GOVERNMENT

     

    By virtue of Public Health Act of 2020, San Andreas State Law now requires individuals to wear face coverings at all times, whether indoors or outdoors except when inside private homes and private vehicles. Such legal requirement also extends to all places of work.

     

    The law also delineates that face coverings must always be worn in the appropriate manner, that is covering the nose, mouth and chin.

     

    The only individuals exempt from this requirement are children below the age of three (3) and persons with severe cognitive, physical, mental or respiratory impairments who have difficulties tolerating a mask as certified by a licensed medical practitioner. Individuals who have been so certified are obliged to carry the relevant certification at all times.

     

    Furthermore, the temporary removal of such face covering shall only be permitted in the following situations:

    (a) during high intensity physical activity;

    (b) when speaking or providing assistance to any individual who relies on lip reading to communicate;

    (c) during official public speaking provided that a physical distance of at least two (2) meters between individuals is maintained. (This does not include the delivery of lessons or lectures in schools, universities or other educational establishments);

    (d) if requested to do so for identification purposes, including at banks, at the airport or seaport or by law enforcement officials;

    (e) to receive any medical or cosmetic treatment or service involving the face or mouth;

    (f) to take medication; or

    (g) when seated at establishments where food and drink is served.

     

    Whosoever fails to adhere to such legal requirement shall be guilty of an offence and shall be liable, on conviction, to a penalty of $10,000 for every instance when such requirement is breached. Should the breach of law be admitted, the penalty is to be reduced to $4,000.

    PUBLIC HEALTH ACT L.N. 1 of 2020.

    SAN ANDREAS GOVERNMENT

     

    Enacted by Governor D. Kavanagh on the 4th of December 2020 and enters into force on the 6th of December 2020.

     

    IN EXERCISE of the powers conferred by articles I section II of the State Law, the Governor of San Andreas, after consultation with Health Authorities, has made the following regulations:-

     

    PHA §1. (1) The title of these regulations is the Mandatory Use of Medical or Cloth Masks Regulations, 2020 and these regulations shall be read and construed as one with the Mandatory Use of Medical or Cloth Masks Regulations hereinafter referred to as the "principal regulations".

     

    (2) Regulation 2 shall be deemed to have come into force on the 6th December 2020.

     

    PHA §2. (1) Any person shall, outside his residence,both when going to an indoor place and outdoors, wear a medical or cloth mask or visor in a proper manner covering the nose, mouth and chin of the person;

    Provided that the mandatory use of medical or cloth masks or visors shall not apply to private homes or private vehicles;

    Provided further that the following individuals shall be exempt from the requirement to wear a face mask;

    (a) children up to three (3) years of age; and

    (b) persons with severe cognitive, physical,mental or respiratory impairments who have difficulties tolerating a mask as certified by a licensed medical practitioner, in which case such individuals shall at all times carry the relevant medical certificate exempting them from wearing a mask.

     

    (2) Without prejudice to sub-regulation (1), the temporary removal of face-masks shall be permissible in the following situations:

    (a) during high intensity physical activity;(c) when speaking or providing assistance to any individual who relies on lip reading to communicate;

    (b) during official public speaking provided that a physical distance of at least two (2) meters between individuals is maintained:

    Provided that the delivery of lessons or lectures in schools, universities or other education establishments shall not be construed as official public speaking;

    (c) if requested to for identification purposes, including at banks, at the airport or by law enforcement officials;

    (d) to receive any medical or cosmetic treatment or service involving the face or mouth;

    (e) to take medication; or

    (f) when seated at establishments where food and drink is served.

     

    PHA §3. Any breach of regulation 2 of these regulations occurring before the 6th December 2020 shall be regulated by these regulations prior to the coming into force of the Mandatory Use of Medical or Cloth Masks Regulations, 2020.

    In co-operation with the San Andreas Police Department, the government has introduced a revamped Office of Legal Counsel. Office of Legal Counsel is under the jurisdiction of the State Government and its highest authority is the San Andreas governor. Office of Legal Counsel is a collective of State recognised investigators and day-to-day operations are led by the appointed Attorney General. Office of Legal Counsel main priority is armed robberies and homicides in the State. Investigation is done by gathering eyewitness testimonies and evidence on scene with co-operation of law enforcement services. State investigators can be reached by phone 6-0-0 (by civilians) or through the departmental radio (by law enforcement).

     

    Office of Legal Counsel reserves the right to prosecute all individuals that have found to be in violation of the State Law in the court of law by the Attorney General as per the State Law.

     

    Office of Legal Counsel can obtain reports and investigate S.A.P.D. personnel that witnessed or were involved with the incidents. Office of Legal Counsel does not bear no legal power over the personnel they are investigating. Prosecutions are to be done through the Court of Law, disciplinary actions are to be handled through the Department's chain of command.

     

    Office of Legal Counsel appointed investigators collect information and evidence from all active S.A.P.D. personnel and have authority to enter any active crime scene to perform investigations and collect evidence which is to be submitted to either attorney general or FBI.

     

    This office does not have any legal power to interfere with the day-to-day operations of the S.A.P.D. Interfering with personnel that are conducting their duty is a crime, and this office will not be exempted from prosecution if they are found interfering.

    APPOINTMENT ATTORNEY GENERAL

     

    Governor Kavanagh announced the appointment of a new Attorney General today. The Attorney General appointment is effective today.

     

    The Attorney General has worked as a registered attorney in the State of San Andreas and particularly practised criminal law. As a former Staff Sergeant of the San Andreas Police Department, he has seen the violence and impact of drugs and white collar criminals. San Andreas' newest Attorney General is motivated and looking forward to contribute to a safer State of San Andreas. The Legal Office will be expanded with the required employee staff. Vacancies as State Investigators will become available with the appointment of the new Attorney General.

    SAN ANDREAS FIRE DEPARTMENT & EMERGENCY MEDICAL SERVICES

     

    After receiving a number of application letters for the position of Chief of Fire and thoughtful deliberation by the Office of the Governor, we are delighted to inform the State of San Andreas that we have appointed a Chief of Fire for the San Andreas Fire Department. Chief Lloyd has indicated that he is unable to lead both divisions and would rather focus on EMS only.

     

    The additional appointed Chief of Fire is a result of the separation of the Fire Department and Emergency Medical Services (EMS). The San Andreas Fire Department will operate alongside the San Andreas Emergency Medical Services. The Chief of Fire will further build and expand a trained workforce of firefighters in the State of San Andreas. The newly appointed Chief of Fire has promised to cooperatively work with the EMS and the San Andreas Police Department and Sheriff Department to increase interests in a career as a firefighter. 

     

    The Chief of Fire brings extensive experience as a San Andreas Police Department Sergeant. He has knowledge of leadership, new and interesting initiatives and creating challenging roleplay opportunities. Combining the two positions should not be a concern. The candidate acknowledges the possible limitations of his new position as a Chief of Fire.

    THE SAN ANDREAS GOVERNMENT in cooperation with

    Incentive program

    This program was established by former Governor Finney's Office in cooperation with the Academy Division of the San Andreas Police Department and is being re-implemented under Governor D. Kavanagh's Administration. The purpose of this program is to attract new recruits and boost the reputation of policing and the hiring process. The Government of San Andreas is now offering a $50,000 and a $100,000 signing bonus to recruits that successfully graduate from the Police Academy and/or become a Senior State Trooper.

     

    The $50,000 signing bonus will be paid after graduating from the Police Academy to the rank of State Trooper.

    The $100,000 signing bonus will be paid to recruits who participate in this program and be promoted to the rank of Senior State Trooper.

     

    Recruits participating in this program are acquiescence to the conditions stated below. 

     

    Conditions

    1. Participants in this program must have an in-game activity of at least 20 hours per month after signing up for the Police Academy.
    2. The $50,000 signing bonus requires completion of at least 1 month employment.
    3. The $100,000 signing bonus requires completion of at least 2 months employment.
    4. Participants must successfully complete the Police Academy.
    5. Participants cannot be disciplinary punished during participation in this program.
    6. A recruit can only participate in this program once.
    7. This program does not apply to reinstatements. 
    8. The activity requirement as a recruit (see #1) must be maintained as a State Trooper to be eligible for the $100,000 signing bonus.
    9. All usual application and Police Academy requirements apply to the participants of this program.

    SA-PSC § II.24. Electoral bribery 

    A person cannot ask for, receive or obtain, or give or confer, any property or benefit with the intention of influencing the vote of a person at a state election. If a person is found guilty of this offence, a court may impose a penalty of monetary fine or imprisonment.

  11. This topic has been revived despite not being done under Declan Kavanagh's administration. The current State Government believes that we can ALL work together for a better San Andreas. Whether you're a Republican or a Democrat, whether you're a Christian or a Muslim, whether you're this or that..- we're all in this TOGETHER! Understand that it's not possible to please everyone but certainly will attempt to do so. Rest assured that we're trying to see every possible angle to please as many players as possible during our short term, to be a successful form of government where in the future, one can look back and go; "Boy, that was a really good government". We'd like to unite the players in a way that the server itself moves forward in terms of roleplay as well as maturity as a whole.

    I. Introduction

    State Business Support Fund is a program designed by the Department of Treasury and State Government. State Business Support Fund, or abbreviated (SBSF) is a way through which the Government provides business organisations with funds to support employment and establishes official State businesses in the country to provide types of services and products throughout the country.

    SBSF program is being regulated by State and Federal law. Upon acceptance to the SBSF program businesses are granted exclusive rights to provide their services within the State and are granted the official title of "State Business".

     

    II. Who are we looking for?

    Currently, the State Government is looking for all kind of businesses, included:

    • Trucking / Logistics companies (exclusive rights to deliver crates/oil to businesses)
    • Design firms (furniture companies - exclusive rights to furnish yards)
    • Vehicle dealerships (exclusive rights to trade vehicles and act as the official dealership for the server)
    • Public transport services (companies that offer a comfortable ride to the citizens & tourists for fair fare)
    • Agriculture companies (Farming groups that provide citizens more job opportunities)
    • Vehicle rentals (exclusive rights to rent out vehicles for special occasions or leisure)
    • News agencies (responsible for gathering, reporting, and distributing news and information to the public)
    • Advertising companies (exclusive rights for advertising and marketing services)

     

    This however does not mean other business types may not apply. This is just a list of businesses examples . We are always happy to accommodate new innovative business ideas and offer funds to back up the necessary costs. Starting from pubs and bars to restaurants!


    NOTE: If you are running a corporation and one of your fields is mentioned above, you may apply in the name of the entire Corporation, but you are required to enter the field you are going to apply for in the application under "company type".

    IV. Additional information

    • State Business Support Funds is intended for those businesses that have a very low economic asset and do not have large earnings;
    • The State will only select businesses which are reliable, consistent and dedicated over those who lack such attributes;
    • State Business Support Fund is being regulated by the ARTICLE IX. STATE BUSINESS REGULATIONS;
    • The support fund may be revoked from a business by the State;
    • Failure to maintain an active business and fulfill the needs set for the company will result in the removal of said company and replaced;
    • The support funds must be used in compliance and for the purposes stated in the State and Federal law;
    • Misuse of these funds will result in a State investigation and federal investigation by the FBI;
    • If a business receives these support funds, it must generate monthly reports to the State detailing the following:
      • Total number of tasks executed in the month (ie. trucking deliveries made, vehicles exchanged, customers served, number of yards furnished etc...)
      • Monthly activity (time spent on executing the tasks as a whole)
      • How were the funds from previous month used and distributed
      • How are the upcoming funds going to be used and distributed

    For the purpose of establishing a housing project for lower class citizens, the Government of San Andreas under authority of Governor Declan Kavanagh is hereby taking ownership of the business under the pretense of eminent domain. As of the publication of this decree, the building is not owned by any party hence no future owners will be compensated thereafter.

    Over the next few weeks the building will be demolished and the construction of a housing projects will be commissioned by state sanctioned architects.

    In order to operate as a casino and hold gambling related activities/games the owner/lessee of the said business must have obtained a gambling license from the Department of Licensing. The State Government holds the right to make random check-ups to confirm the validity of the dealers and if the business has a valid gambling license. Please note that all dealers must be verified by the casino owner/lessee and listed as official dealers of said enterprise in the state database or on their own website.

    It is up to the owner/lessee of the casino to make sure that the establishment is not being used by third parties. The owner of the casino and/or the lessee of the casino can face a monetary fine up to 500,000$ per violation of the SA-PSC § IX.8. Gambling license.

    Office of Legal Counsel is under the jurisdiction of the State Government and its highest authority is the San Andreas governor. Office of Legal Counsel is a collective of State recognized attorneys and day-to-day operations are led by the appointed Attorney General and Chief of Justice. Office of Legal Counsel offers free legal aid during investigations conducted by the S.A.P.D., S.A.S.D. and F.B.I. as per to miranda rights. State Attorneys can be reached by phone 6-0-0 (by civillians) or through the departmental radio (by law enforcement).

    Office of Legal Counsel reserves the right to prosecute all individuals that have found to be in violation of the State Law in the court of law by the Attorney General.

    Office of Legal Counsel can conduct internal investigations and all S.A.P.D./S.A.S.D. personnel are subjected for questioning if asked to do so by the appointed secretary from the government. Office of Legal Counsel however does not bear no legal power over the personnel they are investigating. Prosecutions are to be done through the Court of Law, disciplinary actions are to be handled through the Department's chain of command.

    Office of Legal Counsel appointed secretary collects information and evidence from all active S.A.P.D./S.A.S.D. personnel.

    Office of Legal Counsel is to oversee if the day-to-day operations are being conducted in accordance to the law. This office does not have any legal power to interfere with the day-to-day operations of the SAPD or SASD. Interfering with personnel that are conducting their duty is a crime, and this office will not be exempted from prosecution if they are found interfering.

    On October 14th the Glen Park Recreational Area has been officially opened by the State Government!

    The park serves as the community center and hotspot for socializing, enjoying a good fresh meal and to admire the nature practically in the heart of Los Santos. The other side of the park is purely for the adrenaline junkies and the State reserves the right to host events from time to time.

    Please note that there are certain well-being practices that everyone must follow.
    *) The red zone as shown on the map is for motorbikes and unmotorized bikes only!
    *) No cars, bikes or planes are allowed inside the park area!
    *) No vehicles of any kind are allowed in the green zone, it's purely a pedestrian zone and you can be penalized by the law enforcement for trespassing!
    *) No littering!
    *) Always wear a helmet when using the attractions in the red zone!

    SAPD and SASD serve the right to monitor the park 24/7 for any violators of the above mentioned rules and either escort the violators out or arrest them for trespassing!

    The governor's office has been utterly busy ever since the election. Enormous amount of work has been done, but even more awaits! As the investigation report from Homeland Security is being assembled to determine the outcome of the Bone County Safety Act, the governor accompanied the Senator and the U.S. Congress out to Bone County to celebrate the end of the war on its' one year anniversary! As the war veteran himself, Mr. Richie Kavanagh, the U.S. Senate and the U.S. Congress visited all the important landmarks, paid respect to the dead and even posed infront of the historical "bunker".

    We are also glad to announce that our government established a hotline! All citizens are welcome to set appointments and ask their questions by calling the number 6-0-0!

    Now, there have been few changes in the governor's cabinet due to unseen circumstances. The spot of secretary of Department of Treasury has been taken by Jason Miller - we wish Mr. Miller the best of luck and strength in carrying out the assigned tasks and get the State Business Support Fund running smoothly.

    We would also be glad to announce that the construction of the Glen Park recreational area is almost at it's end and everything is going according to plan! We welcome all the citizens to the grand opening on the 14th of October, 17:00 CET - the governor and the secretary of Urban Development will be cutting the rope and will officially open it up for the public for the very first time!
