A deadly weapon is an item that can inflict mortal or great bodily harm.

    Manslaughter is the illegal killing of a person by someone who did not intend to kill them. A person commits the offense if he recklessly causes the death of an individual. The offender shall serve a prison sentence no lower than 2 years and no longer than 5 years.

      When a driver of a motor vehicle acts in a negligent or even "grossly negligent" manner, but with no "malice" or intent to harm, and the result of said action is the death of another person. The offender shall serve a prison sentence no lower than 1 year and no longer than 3 years.

    My name is Alex Rens and I am the new Press Secretary of the San Andreas State. I want to take a moment to thank the Vice Governor Mr. Eren Hernandez and Governor Mr. Tanzidur Hernandez for trusting me, my ability to get the job done, and for helping me ease into the new position.

    Though a bit delayed, this Press Release needed to happen to inform the Citizens of the State of San Andreas about the current state of gangs and violence within the the State of San Andreas. From the time of the election of the Republic Party of San Andreas, we have seen there is a serious increase in violence between civilians and the gangs in the streets of our beloved state of San Andreas. As stated above, I am writing this to you, the People, because you deserve to know what is going on in your City and how the Department is planning to improve everyone's experience here. Our focus is and always has been the wellbeing of our citizens, we have spent countless of hours and resources into protecting the welfare of all inhabitants of the State of San Andreas and will keep to do this till the last breath.

    We've seen an increase in violence between civilians and gangs from the time of Election, we would like to reassure the public of San Andreas that Law Enforcement has this situation under control. Not one single individual in the State of San Andreas should have their freedom deprived of them, or walk with the fear of a potential attack when shopping at malls or store or walking around the streets. Gang violence has long pestered our state, and when this violence grows so rapidly and to the extreme levels that it is today, we cannot sit back and not take drastic measures. We realise that gang warfare has injured and even killed multiple innocent citizens in cowardly actions such as drive-by shootings and careless public discharge of firearms. With this in mind, we have given permission to the San Andreas Police Department to raid buildings identified as gang hideouts and lockdown these areas for as long as necessary. Throughout this week, we are introducing a new measure with the Police Department, focusing on identifying common areas that gangs are congregating them and putting higher amounts of police officers into these areas.

    During these violent times, we ask that the public stay more vigilant and that you report any suspicious gatherings of potential gangs to 911, or anonymously to Law Enforcement through other means. Again, we reassure you that we'll soon have this situation under control as well.

    Attempted murder, also referred to as attempted homicide, is the incomplete or unsuccessful act of unlawfully killing someone. Attempted murder, unlike the criminal act of murder, does not result in the death of another person. The offender shall serve a prison sentence no lower than 3 years and no longer than 8 years.

    In order to take additional precautions to control imports and exports of the state, the Police Department is now authorized take the necessary steps to enhance safety and security of the supply chain and logistics system in the state of San Andreas, which in turn helps us counter illegal acts like arms/drug trafficking and money laundry.

     

    This will require Police Department to perform the following tasks whenever witnessing any form of vehicle meant for Cargo delivery like most pickup trucks, vans and trailers on highways, in counties, or near tolls. [Provided there is no other emergency situations that require immediate response by the department personnel]:

     

    • Perform a traffic stop for the cargo shipment.
    • Get all needed credentials of the participants in the delivery process.
    • Screening and validating the cargo being shipped.
    • Run a check on the participants of the delivery and the target receiver of thus cargo.
    • Ensure the cargo is secured by means addressed by vehicle regulations in the state law to ensure road safety.
    • Make sure the weight of the cargo is legal.
    • Inspect the cargo without causing any damages.

    State Law Section VI SA-PSC § V.1

    It is strictly forbidden in the great state of San Andreas, the acts of introducing, manufacturing, possessing or distributing harmful drugs like heroin or meth, with the exception of weed which may be legally possessed by an individual up to a limit of 750 grams. Drug manufacturing occurs whenever a person participates in any part of the process involved in creating an illegal drug. Manufacturing activities can include mixing together chemicals in preparation for creating Heroin, “cooking” or producing methamphetamine, as well as growing marijuana plants. Even offering to assist in the drug manufacturing process is enough to qualify as drug manufacturing. Drug manufacturing requires that the defendant had knowing possession of a drug, or the chemicals necessary to manufacture a drug and that he or she had an intent to manufacture. Manufacturing is a felony classification.

    APPOINTMENT ATTORNEY GENERAL

     

    Jake Britto has been recently hired the state's Attorney General. Mr. Britto was trained as a military medic in his young life, as well as being a Special Field Operator. When he moved to Los Santos, he got hired in the law firm "Dentico & Co. Law Bureau Officer" as a Junior Associate. He worked with lots of documents, including contracts and agreements, making Mr. Britto the perfect candidate for this position. The State Government wishes him all the best during his journey in his new position! The Legal Office will be expanded with the required employee staff. Vacancies as State Investigators will become available with the appointment of the new Attorney General.

As of now, the citizens' voice of the state will be heard and they will be able to directly forward their problems, ideas, and state development suggestions to the government. Note that your comment will not be necessarily implemented, but, however, will be taken into consideration.

      -Write about any major issues you're facing in the state, alongside a solution for it, if possible.
      If you have any complaints against any of the state agencies, make sure to report them in the correct place:

    NEW & UPGRADED FACILITIES FOR S.W.A.T

    Government has given it's first priority to SWAT as we've observed an enormous terror act in the Idlewood area, this was the first catastrophic incident that took place after the inauguration of Sam Woods as governor. We've been summarized about the activity at the GS9 and didn't want to lose an eye on it. The government immediately held a meeting with the S.W.A.T team about the requirements they need, which helps them keep situations like these to a minimal. After having a brief talk with the S.W.A.T's executive staff, we've agreed upon having some requirements implemented. They are, having unused vehicles removed and buffing up vehicles that are impowered but used most of the times. Implemented extra paychecks for team leaders as they've been put to hold the maximum work with the whole team including training sessions. We've remodeled the whole S.W.A.T Operational Base and made it flexible for the team to have enough training inside it, it is architectured in such a way that the team can have enough facilities within the base. The new interior is going to be Inaugurated on 13th February 2021 at 19:00CET although the inauguration is NOT FOR PUBLIC

    INAUGURATED AS GOVERNOR OF SAN ANDREAS

     

    Dear citizens,

     

    I was inaugurated during the evening ceremony on 9th February, 2021 at the Los Santos City Hall. I will make every bit of this opportunity worth it. I am the representative of your thoughts your ideologies and your ambitions.
    I know how you want this state to be and I promise you that I will make that happen.

    I would like it to be noted that if due to some circumstances I am not able to fulfill these plans up to their full extent I will be providing the citizens with valid reasons and explanation.

     

    First let's talk about my taxation system that I have planned.

    This taxation system, it will not affect the poor section of the society and will only be implemented above a certain net worth. I have appointed a separate finance department, which is being head by Vincenzo Veratti, to take this under control. This will help us bridge the gap between the rich and the poor. 
    And the taxes collected can be used to increase the paychecks and decrease the taxes. 

     

    I will try to get the Right to Information as a constitutional right.

    Under this right, any citizen will have the right to request any sort of information related to the State Government from the Governor's office. This will help us achieve a trait which was hugely missing from the previous governments, transparency. 
    You have given me this position, hence you must have the right to know how am I utilizing this.
    I hope you are following my vision of where I am leading this State towards. Other plans are being discussed and are not ready enough to be announced yet.
    I will also try to do regular interviews and conferences to keep you updated in the future.

     

    This is the starting of a change, a starting towards making the State of San Andreas a best version of itself!

    For the purpose of establishing a project for the citizens, the Government of San Andreas under authority of Governor Declan Kavanagh is hereby taking ownership of the properties under the pretense of eminent domain. As of the publication of this decree, the buildings are not owned by any party hence no future owners will be compensated thereafter.

    Over the next few weeks the buildings will be demolished and the construction of a project will be commissioned by state sanctioned architects.

    The vaccines to end the outbreak of COVID-19 have been delivered to San Andreas. The vaccines were delivered to All Saints Hospital, Los Santos. 

     

    Citizens and - more importantly - members of Congress have critized us on how we have dealt with this outbreak. Surprisingly, the Office of the Governor has struggled to find an appropriate logistics company or truckers to distribute the vaccines from Los Santos Airport. We're thankful to Cara Dunne of Blueberry Transportation Assocation who has offered her tremendous help in distributing the vaccines through San Andreas.

     

    With the preparation of the vaccinations, the following regulations are repealed effective immediately.

    • L.N. 2 of 2020 - Number of Persons in Public Spaces Regulations
    • L.N. 1 of 2020 - Mandatory Use of Medical or Cloth Masks Regulations.

    VACCINE APPROVED

     

    Governor Kavanagh expects to receive the first dose of the approved vaccine in the next few days. The approved vaccine has shown an efficacy rate of at least 98 percent. As soon as the vaccines are delivered to San Andreas, all citizens can be vaccinated. The Office of the Governor is seeking for help in this foreseeing logistical challenge. Please reach out to us if you or your company can be of any help.

     

    We expect to lift the restrictions and mandatory wear of face masks within a few days.

    COVID-19 VACCINE UPDATE!

     

    While wearing a face mask remains mandatory and seems to show some positive effects, the San Andreas Government does everything it can to develop and purchase a vaccine. A large anonymous pharmaceutical company is carrying out different trials on rats and chimpanzees. The latest test results show huge progression in developing a safe vaccine. To ensure high standards for our citizens, the vaccine is tested on effectiveness, quality and safety.

     

    The San Andreas Government seek to get a vaccine authorized and approved within a matter of weeks, possibly a week! In that case, the mandatory face masks will no longer be needed.

     

    Keep distance and be careful. Let's get back to normal life.

    PUBLIC HEALTH ACT L.N. 2 of 2020.

    SAN ANDREAS GOVERNMENT

     

    Enacted by Governor D. Kavanagh on the 4th of December 2020 and enters into force on the 6th of December 2020.

     

    IN EXERCISE of the powers conferred by articles I section II of the State Law, the Governor of San Andreas, after consultation with Health Authorities, has made the following regulations:-

     

    PHA §1.(1) The title of these regulations is the Number of Persons in Public Spaces Regulations, 2020.

     

    (2) These regulations shall come into force on the 6th December,2020.

     

    PHA §2. In public spaces groups of more than four (4) persons shall be prohibited including in queues and bus stops:

    Provided that this prohibition shall not apply to groups of persons in public places if the persons live in the same residence;

    Provided further that persons waiting in queues or on bus stops this prohibition shall apply only unless these persons do not keep a distance of two metres between them;

    Provided further that the Governor of San Andreas after consultation with Health Authorities may, at his discretion, revise the number of persons by notice in the Gazette ((forums)).

     

    3. Any person who fails to abide by the provisions of these regulations shall be guilty of an offence and shall be liable to the payment of a penalty of four thousand dollars ($4,000) for each and every instance in which these regulations are breached.
