    Mayoral elections have found a sudden end! The electoral committee has found several breaches by the applicants, among some of the infractions is lying in the application itself. None of the applicants that have applied meet the required criteria - except for Mr. Igor Sukinov. Thus, we are proud to announce that Mr. Igor Sukinov has been assigned as the next Mayor of Fort Carson by default! Inauguration ceremony will take place on friday at 17:00 CET!

    FCM-PSC § XII.2. Electoral procedure

    All officially registered residents are able to run for the position of "mayor". To become an officially registered resident one must own a property in the Fort Carson municipality territory (both Bone County, Tierra Robada apply) and apply for a residency via the external communication channel (discord). Applicant must be at least 21 years old and have no recent criminal background or convicted in the court of law.

    Candidates must perform at least one mayoral campaign event during the electoral period.

    Only officially registered residents are able to vote for the next mayor via the external communication channel. Votes will be collected via a committee who will double-check the authenticity of the votes and will declare the next mayor. Mayor can run for two consecutive terms. Candidates must co-operate with the Sheriff's Department throughout the process.

     

    Timetable

    The following timeline will be followed during the election period:

     

    Marc 15 to March 16 - Applications open for the position of mayoral candidate

    March 17 to March 18 - Campaign period

    March 19 - Voting period till 23:50 CET

    ARTICLE X. LICENSING

    FCM-PSC § X.1. Fishing license
    All registered residents are eligible to apply for a fishing license. Fishing license allows to holder to fish for endangered species with the following restrictions:

    Bluefin Tuna - 10 fish
    Atlantic Salmon  - 5 fish
    Pacific Lamprey - 10 fish
    Steelhead Trout - 5 fish
    Sea Turtle - 4 fish
    Marlin - 2 fish

    The fishing license holder may not disembark from the boat or transport the fish outside of Fort Carson Municipal territory. All permit holders are subjected to be randomly checked by the Municipal Government official at their own discretion.

     

    FCM-PSC § X.3. Gambling license
    All registered residents are eligible to file for a gambling license to operate their business as an establishment that can hold gambling related activities. List of requirements can be found while applying for the license through the website.

    FCM-PSC § X.4. Business license

    In order to operate an official business within the grounds of Fort Carson municipal, all businesses must be registered and obtain an official permit from the Municipal Government. Business permit owners are eligible for funding from the State Government BSF program which can be applied for via the Fort Carson Municipal Government that allocates the funds amongst business owners. Operating a business without a valid license can lead up to 250,000$ in monetary fines. All businesses must meet the requirements stated in FCM-PSC § XI. Fire Code. All businesses on the territory of Fort Carson municipality are subjected to be randomly checked by the Municipal Government official at their own discretion.

     

    FCM-PSC § X.5. Liquor license

    All official businesses registered under the business license, depending on their category are eligible to apply for a liquor license. Liquor license allows the businesses to produce and trade liquor legally. Producing and trading liquor without a valid license can lead up to 50,000$ in monetary fines. All businesses on the territory of Fort Carson municipality are subjected to be randomly checked by the Municipal Government official at their own discretion to ensure businesses hold valid licenses to operate.


    ARTICLE XI. FIRE CODE


    FCM-PSC § XI.1. Fire code

    The Fort Carson municipal fire code ensures that all businesses, property owners and service providers follow a code of conduct to assure the safety of it's residents and visitors. 

     

    FCM-PSC § XI.2. Parking & sidewalks

    Any public access road or a pedestrian path must be kept clear for at least two citizens to move freely side-by-side. Obstructing any public access road, parking lot or a pedestrian path by adding furniture is considered to be a misdemeanor act. The owner of the said property is responsible and will face a written notice, after two days of said written notice and if the owner has not still removed the obstacle, the owner will be given a citation (maximum penalty of 25,000$) by the Fort Carson Municipality Government. Failure to pay said citation to the Department of Treasury within a period of another two days and/or has failed to remove the obstruction from the road/path will result in an arrest and the blockage on the road/path to be cleared by the Municipality.

     

    FCM-PSC § XI.3. Businesses

    All businesses must have cleared a path for the fire department to have easy access to the property. Businesses must have visible and clear evacuation routes (evacuation routes cannot be blocked by obstacles) for its customers incase of an emergency. Each property must have a fire extinguisher at an easily accessible location. All employees must undergo a qualification training before beginning work at said business on what to do incase of an emergency, the employees must be aware of fire extinguisher locations, closest evacuation routes and the protocol what to do incase of an emergency (not only during fire-related emergencies).

     

    FCM-PSC § XI.4. Public events

    Event organizers must notify the Fort Carson Municipal Government prior making a public event. Incase the event requires to close down roads, obstruct traffic or bother the local residents in the region, the approval must be in agreement with the Sheriff's Department. Event organizer must submit a detailed plan involving which roads will be closed or where the event is going to take place with dates and times. Failure to obtain an approval from the Government and/or the Sheriff's Department will result in the event being immediately shut down and a monetary fine up to 100,000$.

    The duration of a mayoral term is as long as the mayor resigns or is impeached through a process started by the State Government infront of the U.S. Congress.

     


    ARTICLE XIII. MISCELLANEOUS LAWS


    FCM-PSC § XIII.1. Speeding [IF]

    Speed limit inside the following towns: Fort Carson is set to be 100 km/h. Speed limit outside the towns listed above on the territory of Fort Carson municipal is set to be 160 km/h.

    Failure to abide by the aforementioned limits will result in a citation.

    State Government has given the town of Fort Carson rights to operate as a municipality with their own mayoral system in place. All residents in Tierra Robada, Bone County and Fort Carson are expected to be up-to-date with the recent changes and to sign themselves up as a resident via the town's external communications channel. The Fort Carson Municipality Government holds the right to make law amendments in accordance with the constitution, the federal law, and the state law - please note that these law amendments are effective only on the territory of Fort Carson Municipal (map below).

     

    Mayoral elections are held only between all registered residents and only registered residents are able to vote and set up their own candidature. Sheriff is the official that is appointed by the mayor of Fort Carson Municipal.

    Fort Carson municipality government is actively hosting different events and festivals for their general population and outsiders to attract attention. Few of our endeavors conclude - festival of lights,  open homemade cafe day, winter festival, parade to celebrate the day the town got his official rights to operate as municipal and more!
