This idea will improve certain groups and leaders to avoid it will not hire everyone they see in the server but now will be more careful whom they hire/promote this will result in smaller groups which improves the roleplay quality.

I agree specialy dead body loot,most of players who have drugs on them always try to kill or get killed there is no other option for them.
Also walkie talkie shouldn’t be useable when cuffed/tied.

I don't think adding chainsaw will be a good idea as people will just use it to kill others and lets face it we all know how annoying chainsaw is in tdm,now imagine you are in middle of a rp and the guy pulls a chain and kills you instant because you were typing the next line..

License(more like property registration) is suggested so it will make people think twice before buying a property. 500k-1m for the 4th, 1m-1.5m for the 5th and so on. This makes pretty hard owning properties.
Then sell one of the houses you alredy own and buy a new one >repeat.

Just limit their number,there might be people who do not want to join a gang/group but want to play alone and are intersted in such.

Perhaps add a new paying method -credit card.
Like when you are about to buy something a dialog appears and asks if you want to pay by cash or credit.
