a good proposition for hotels would be that without assets of at least 500k or less (300k/200k is good too)of Heritage you cannot buy a house.
In this way you are forced to use the hotels until you reach this heritage. -

2 Suggestions
1) increase the reality about foods.increase the time to level up food / drinks status BUT the higher they go, the stats will be decreases a lot.
So not only lose health, but more other effects.
(reduced run , walk is more slow,sight dropping, reduced aiming like drunken style etc...).
Do not give the possibility to carry food, only to buy it inside the restaurant / bar...this would increase the business of bar / restaurant owners.
2) increase the food that can be bought in restaurants / bars (pizza, pasta, meat, nachos, burritos etc ..) + alcohol (vodka, rum, etc ...) make alcohol expensive (increase business of bars/restsurants ) but attribute some light effects like (+ adrenaline, + speed run, light resistance to get hurt ,things like that). If you buy to much alcohol(more than 3) you will have the opposite effect—> slow run, bad aim, drunk walk, lose healt with automatic and randomly puke animation.-
