  1. Increasing the jail time should be done in a proportionate way that isnt overkill, nothing that is from 11 to 60 minutes, as people might get bored to stay in prison alone.
You have to consider the guys who get all the insane time are usually those brought before court, and when a guy get brought before court, some other days might pass before he get cellmates, plus consider all the GMT and things.

You could increase indeed the jail time for offences, but the current problem right now is that death is preferable to living.
You solve this, you solve part of the dilemma.

If you were to ironically lose more drugs when you die, than when getting searched then that would be something already. The taser range itself is limited, you dont open fire, you dont give cops permission to kill you.

Like there's a lot of possible ways you can do this .:
    1) Incapacitation system where you leave a body when you die, you get killed by a cop you get sent to a hospital all broken up and shit, handcuffed.
You cant get up from the bed for at least one minute or something, and you need an extra hand to get you out.

    2) Item penalty.

We already have the return after death rule, so an incapacitation system might do good if you ask me. Killing people, spitting on their corpse as they see it and say "shit, i am dyin".

I'd would enjoy getting arrested if there's a jail, and i don't mind being in a jail for 60 minutes, as long as i can't move and there's gates, it would actually be fun to enforce roleplay, and let criminals handle the consequences of their actions.

On the other hand, cops need to stop RUSHING in shooting and fucking criminals on sight, and enforce roleplay perhaps a cool scenario will be done between the two parties, everytime i become a suspect then exit the vehicle to surrender, i either get shot to death or tazed while trying to roleplay laying on the ground, this is bullshit.

The fact cops tase and/or shoot people on sight its because of some players here that comes to you, say sir wut happen, and shoot you with a deagle in the face, asspulling. Or the fact that you pull over someone and they go like "wtf, what am I did?No" and refuse to roleplay.
Cops are as militarized as the playerbase is, and this is due to the light rp atmosphere of the server. Add that everyone can hold the rank of volunteer and go on police duty, you have unscreened persons sometime wreaking havoc as well.

In some situations cops roleplay arrests with /me, talk without using their guns and so on, but it depends on who you deal with.
For istance you might surround a person with 5 officers, and  he might tap LMB so he pushes you and can run around, just to pull a deagle. Its a server problem.

This is supported, i also would like to see a mapped prison where criminal's most wanted get jailed in.

Problem with that is, we dont even enforce court sentences, because realistically locking a person in jail for 60 minutes would be a chore (no script to do it) + draining to the criminal himself.
If we'd get like "feasible" sentences, sure.

Also for the crims to interact together, it must means that overall they should all have the same sentence time, and most people dont get sued at the same time.

  4. Well nothing much to write because this is a small suggestion.
Imagine that court cases still get handled on forum (as its easier that way for both sides) and that when a verdict get reached by the judge on forum and both sides agree , or if time allows for the case to be argued ig, people can go inside this court house interior where no crimes is allowed as it would be a rulebreak, and roleplay it out.

Allow people to witness the case, scream stuff like "that nigga is guilty!", and so on.

TL:DR - Add a small court house interior ig where people can go and witness cases live (verdict will be done on forum due to it being better unless its a rare situation).
The veridct in 99% of the times is already decided on the forum.
People cant do crimes in the court house as its a safe area (unless in some rare situations where ALL THE SIDES AGREE) ,they can witness the case, see a speedy trial, toss insults at the guy arrestes and so on.
    Both sides must agree.

  5. Even though beanbags would be nice and stuff, by current rules, police can tase people with guns.
This is because everytime you shoot you get a taser immunity, same if you are aiming the gun. For the taser duration, yeah it is annoying when you manage to tase someone and he starts to run way, but consider that cops are allowed to simply tase you and just do /cuff ID (not punishable, but potentially frowned as it isnt rped).
I tend to do that with people who does not seem to speak english properly or when the situation is too volatile due to bullets flying everywhere.

For now cops are as effective as intended, having warrants, tactical teams and so on. I'd give more attentions to other areas of the server for now.

  6. That there is a fair point that people see death preferable to an arrest, that is true.
But that could be amended in subtle specific ways, such as lowering the % of item seized with a seize, and making that suspects who instead get shot down lose more. This would do a subtle change to the behaviour.

However lets pull the DM Card " HUR DUR COP KILL M NO RP "
    ^

This itself is one of the few problems that cannot be solved without doing a drastic change to the server.
Back when I played in MTA SA a server was so tired of DM that they disabled player damage unless you had certain conditions, such as a wanted suspect being able to harm a cop. However this is just too artificial and somehow destroy the freedom of the server.
Anyone can DM you at any time, and that is why there's staff members. Also this being light RP, I really doubt people would like to sit in prison for more than 5 minutes without getting bored and alt tabbing, as this happen in strict RPs who got prison sentences such as 6-8-50 hours and so on.

Like if people would get jailed with 200 seconds upon getting killed (200 seconds is the max a cop can give), yes that would be like small but could potentially be seen as tiresome. People here tend to shoot at cops istantly, and cops in return get more and more militarized, and then said people complain about cops.

Its a hard topic especially as no one want to roleplay a civilian struggling to pay the bills (legal rp), because everyone like violent rp, and no, SAPD isnt legal RP as its as violent as criminals.
True legal RP is hard to implement.

  7. Hello.
So first of all the idea involves car fuel, being stolen from vehicles and later on weaponized in to two kind of ways, even giving jobs to the FD if needed.

The idea would evolve around  the following items, Siphon Pump Gas Canister and Screwdriver, sold in any 24/7 shops. You can carry only one of these and they should be especially seizable .

To start siphoning the fuel you'd need to approach a vehicle and break the fuel cap, which can be done in a similar way as when you write /lockpick to steal a car.
Once you do so, you would then need to use the siphoning tool, displaying an animation and staying still. Once you do so, the gas canister in your inventory should be destroyed and replaced with a full canister.
The siphoning itself can have some restrictions such as being able to do this only on owned or specific job vehicles if we are afraid the server will be populated with empty cars, maybe not being able to spam it on the same vehicle for awhile and so on.

Anyways once you obtain a gas canister, you should be able to use it for a following degree of creative actions such as......
    1) Litting a house on fire.

Litting a house on fire could be used against a guy who annoyed your criminal group, and it would cause the house to start a manual fire mission where if the firemen dont answer in time, they lose a tiny amount of items (same amount as a burglary, but SLOWER to execute)
    --
    2) Refueling your own vehicles

    Self explainatory
    --
3)Setting a specific "street" on fire.

This again can fuck up the police and criminal battles, but it could be used in a wame way the police use spike strips, and that is to deny people access. Again as this can be problematic, we can fit it with additional restrictions as needed, such as only a specific amount of fires can be started on the server / only trusted criminal groups can do so. This will also generate a mission for the fire department.

    4) Craftable molotovs for crims, flashbangs for cops (optional)

Molotovs are an easy to produce improvised weapon. However if we'd make them craftable then this would greatly ruin the balancement of the server.
Potentially i'd love to see this if cops get an equivalent (Flashbangs?), and both items are used properly and in a few situations.
Now I know that most of you will obviously say this shit will be abused (because it can), but I felt it was worth being brought up for a discussion anyways.

Now the idea does not have to be specifically implemented as I suggested, just comment and edit it as you see fit.

  8. I dont feel this is a bad suggestion, Mikro nor that it will make the server CNRish.
Its the same as when ropes and blindfolds were suggested for crims and they got delivered after an initial resistance, sayign the cmd was too abusable (yet its a great addition for mobs)

I have had some cases back when I was a manager where people freed their "handcuffed" friends by RP, and having me and other mods simply /uncuff them.
Having a lockpick item does not make this a CNR server. Handcuffs locks believe it or not, is simply stupid unless its a special type of handcuffs that cannot be opened by the generic skeleton key. And these type of handcuffs get used for dangerous prisoner transports, not patrol officers.

Having a scripted item to unlock the cuffs will make this reliant on the item and not creative /me situations that some people might judge non rpish or other things, causing admin reports and so on.
I would like to see key being in-game, with of course restrictions to make it balanced, as such.

    - You cannot use it on your own cuffs
    - You can carry only one
    - You cannot use it if you are cuffed
    - The key/lockpick itself should be always seizable, and be of illegal nature
    - If someone is using the lockpick, it should be CLEARLY visible

For the cops who feel that then this is annoying, we can have special tools for them just for these occasions such as maximum security handcuffs (can be opened only by one guy) or handcuffs cover like the black box.
Moreover cops could actually start to seize guns script wise as a counter too (as by the robbery rule, they are forced to ask the other person to hand them over, but they dont in 99% of the cases)

  9. The original system was that you wouldnt get auto-su for murder, but get suspected once someone inspected the body.

I dont remember why they removed it, but I feel making inspect return to its original state would be way much cooler.
The problem would be that then police losea good bit of their chases as people wouldnt get auto sued, not being able to find them.

As an adjustement to this, it could be made that whenever someone dies, the police get a message similar to the C4 explosion, example

[Dispatch]CCTV footage shows a man got shot down in El Corona.

This itself would cause officers to flood the scene of a murder and get the guy if he is slow, or if he is fast enough to move the body away, fail.

    1. Reduce the level requirement for selling drugs at the dealer.
Not everyone has the time to toil away ingame for level 20.
    2. Allow criminals to driveby like the cops or remove driveby altogether.
Many cases of RP car chases ruined by some cop doing a driveby with a damn M4 and knocking out tires. Very anticlimatic and shit.
    3. Allow bank robberies.
The last time we tried an RP bank robbery, I remember MatthewC somehow knowing it beforehand and blocking off the entire area. Very nice RP. I think Carlo made a mistake by asking you for the RP. What kind of BS is that? Police fortify the location even before the cops come. Very nice man.
    4. Allow people to store weapons not cases in Properties/Houses.
Sad moments when you die like a dumbass thanks to the climb bug with a nice M4 and 500 ammo.
    5. Make a proper guideline for the police to follow.
90% of the time, cops dont know if shits legal or not. This cop stopped me for drinking beer and told me that it was illegal. Nigga wat?
    6. Adding Cocaine to the list of drugs.
If we have heroin and meth. Cocaine is an absolute necessity.
    7. Fix the trucker job.
The trailers are very hard to use thanks to San Andreas Physics. Increase the amount of drop offs in LS as the other cities are pretty empty.
    8. Allow groups with enough money to acquire Hunters, Rustlers, Hydras and Tanks.
Say a PMC had enough money to buy these equipment, they should be allowed to buy it under strict conditions of usage in RP manners.
    9. Please make the tutorial explain metagaming, powergaming and the will to win infantile disorder.
    Pretty self explanatory.
    10. Make a proper catalog or newspaper or magazine(staff controlled) that has details about the economy of Mudoo San Andreas. For example Prices, Jobs, Elections, Massive RP events etc.

Marksman out, have a good day sirs.

    2. If criminals were to driveby like cops, then they wouldnt be able to driveby cops at all during a chase as cops need the car occupants to be shooting or be in a vehicle faster than theirs.
If you are in a chase and a police officer is following you, you can shoot the car back. I had it happen to me a lot.

    3. A heist system would be a great addition, but give details else the scripters cant do much.

    4. There was a reason this wasnt allowed, and it was to avoid some exploits, as I suggested this long ago.

    5. To address five, being drunk in public is illegal, so the police officer that stopped you did nothing wrong. If you were also drunk, bonus points for you to rp drunk driving and the cop finding you.
    SA-PSC § 13. Intoxication <-----

About proper guidelines, I can tell you that there are but the problem is that the everyone can take the job due a server policy, and that everyone being able to take the job can be a guy who dont care to follow the regulations.
A closed PD would be nice in my eyes but its a hard topic as some believe it might scare some players away.

    6. While adding new drugs is cool for all the type of RPs, your idea is just an order to add it. You did not make a system explaining how it is to be made, processed and so on.

    8. Hydra, Rustlers, Hunters and Tanks are vehicles that even if used properly, cause a lot of ragequit.
SAAF was allowed by the rules to use tanks on people inside the fence, and it happened a lot. Yet people would get angry everytime and complain.
Those vehicles are made for pure DM and it would be nice to add them if we had a second nation to go on a war with, but outside of that they are just troublesome.

    9. Its nice in the paper, and infact it should be added ingame, but it does not really solve the problem as the server lack concepts as "fear rp" , "pain rp" and so on in 90% of the situations.
Thats why people can afford to pull what is defined as shit RP.
The new anti-RP rule solve some of these issues, but not all.

    10. I'd like a newspaper ig, its actually a cute idea if we were to have constant news and so on.

  11. My inner civilian would like some safe area where crimes cannot be made, to disencourage people from doing poor rp scenarios (with exceptions if an event is there).
For crims, I would like if there was some incentivation on not to murder people for stupid reasons, as 99% of the robberies / kidnaps in mudoo end with the guy getting shot, and that get stale. (As in my opinion, kidnaps should themselves be a type of "experienced" RP scenario).

A sort of system that allow you to steal fuel from parked vehicles on the street (might cause some shenanigans)
Some activities in the sea apart fishing, such as smuggling stuff with a dinghy and making that for each delivery you complete, your reward get multiplied based on the streak you have done.

A revamped business system where you dont automatically get the money you receive when people buy stuff from your shop, forcing you to go to the cashier (npc) inside your store and collect the pay, as well pay him.
The cashier could keep sending SMS on your phone if you keep delaying his pay, eventually disappearing and stealing all your money, with a nice message to troll you as well.
This on the other hand could be connected to a robbery system where you can rob said shops (with an internal cooldown),  maybe even allow owners to place some alarm systems.

An ammunation robbery which should be hard to pull, with a requirement of a set specific amount of cops to be online.
Everytime you'd attempt to rob this gunstore, the alarm should alway go off as robbing a gun store in IRl is ridicolously stupid and hard. If you'd die in this robbery, you should get punished.
If you pull it, you could get some gun cases as that was the aim of the robbery.
The robbery itself shouldnt be spammable every day, but be either rare or manually triggered by staff managers.

Of course these are just random sketches, so they might not make sense to some degree.

    SA-PSC § 50.2 Arms trafficking

It is strictly forbidden in the great state of San Andreas, the act of introducing, manufacturing, holding or distributing any type of weapon in the state without receiving prior authorization by the competent institutions of the state.

Subjects whose right to bear arms has been restricted by a judiciary branch of the state are not allowed to possess weapons until said order expire.

  14. The use of /PM to call for backup it's punishable as it's a lame act, and this was decided during the meeting.

The lack of IC / OOC was also done with a purpose of letting people manage to get ambiented in to the server and so on.
Usually most people dont bother to write in IC, and use the hell out of OOC or mix the two, causing potentially staff to react in those situations.

While IC and OOC are not ig, we do respect them for the scenarios. For istance I refuse crime reports via /PM or people taking random screenshoots without an IC mean.
Same happen for when I have to do copbans. I roleplay them ICly unless it's an admin matter.

Rest can be potentially fine, and thanks for taking your time to suggest.
