    NATIONAL GUARD
     

    Section 1: Development of Regulations, Guidebook, and Academy Training System

     

    1. The National Guard is hereby directed to develop comprehensive regulations governing the operations, administration, and conduct of National Guard units and personnel, in consultation with relevant stakeholders, including state governors, unit commanders, and subject matter experts.

     

    2. The National Guard shall also create a detailed guidebook to accompany the regulations, providing practical guidance, procedures, and best practices for the implementation and enforcement of the regulations at the unit level.

     

    3. Furthermore, the National Guard shall establish an enhanced training system for the National Guard Academy, encompassing both pre-commissioning and professional development courses, to ensure that future National Guard leaders receive the knowledge, skills, and training necessary to excel in their roles.

     

    Section 2: Timeline and Reporting

     

    1. The National Guard shall commence the development of the regulations, guidebook, and academy training system within 14 days of the enactment of this resolution.

     

    2. Progress reports on the development process shall be submitted to the relevant congressional committees every 48 hours until the completion of the regulations, guidebook, and academy training system.

     

    Section 3: Implementation and Compliance

     

    1. Upon the completion of the regulations, guidebook, and academy training system, all National Guard units shall be required to implement and adhere to the provisions outlined therein.

     

    2. The National Guard shall provide guidance, assistance, and resources to facilitate the implementation and compliance efforts of National Guard units.

     

    Section 4: Funding

     

    1. Necessary funds for the development, implementation, and maintenance of the regulations, guidebook, and academy training system shall be appropriated from the federal budget, as deemed necessary by Congress.

     

    Section 5: Enactment

     

    This resolution shall take effect immediately upon passage.

    With the recent departure of the Federal Bureau of Investigation (FBI) from San Andreas, the United States Government in conjunction with San Andreas Government hereby alters the jurisdiction of San Andreas Police Department in the following way:

     

    *** AMENDMENT 1 —

    The San Andreas Police Department, as the state-wide law enforcement agency, is responsible for law enforcement throughout San Andreas, within all its cities and counties.

     

    *** AMEDNMENT 2 —

    The San Andreas Police Department's Detective Bureau will assume the FBI's jurisdiction in the following matters:

    • Terrorism and counterterrorism;
    • Intelligence gathering and counterintelligence;
    • Cyber crime;
    • Civil rights;
    • Organized crime;
    • White-Collar crime;
    • Violent crime;
    • Weapons of mass destruction;
    • Illegal immigration and human trafficking;
    • Production and distribution of narcotics and weapons;
    • Protection government officials;

    *** AMEDNMENT 3 —

    With consideration of Amendment 2, the San Andreas Police Department's Detective Bureau, its proceedings and investigations precede that of any other department or agency. They are permitted to investigate and conduct proceedings on government officials, other law enforcement officials and any other public service employees.

    Announces Governor election for the San Andreas State

     

    1. Procedure

    A. Every citizen who wishes to run for the position of the San Andreas State Governor is obliged to submit an application in this post. There are few requirements in order for you to be accepted as a candidate. These requirements are as follows:

    • Possesses a legitimate passport and a drivers license
    • Passes a background check by the Federal Bureau of Investigation
    • If previously convicted in the court of law, the Congress can issue approval to proceed with application regardless
    • You cannot run as an independent - you must be part of the Republican, Democratic or other party

     

    B. The accepted applicants thereafter become candidates. The candidates must host at minimum campaign events which are publicly announced and scheduled at least twenty four hours prior to hosting. These campaign events must be at minimum 20 minutes long. Campaign events are such as: public speeches, rallies, meetings, debates and so on.

     

    C. Voting occurs once the campaign period ends. The voting period lasts 48 hours. The candidate with most votes wins the election and is inaugurated as the next Governor.

     

    2. Timeline

    The following timeline will be followed during the election period:

     

    January 17  through January 19 - Applications open for the position of a candidate

    January 18  through February 01 - Campaign period

    February 02  through February 03 - Voting period

    February 04 17:00 - Results and inauguration

     

    3. Rules

    All candidates must abide by the following rules:

    • It is mandatory that candidates cooperate with the Congress and the FBI during the course of election.
    • Vote manipulation in any shape, or form, is not tolerable. Such will result in termination from the election.
    • Candidates may not commit criminal offenses during the course of the election.
    • Candidates must have a running mate (Vice Governor) who will assume that position after inauguration.
    • Candidates must meet the specified number of campaign events if they wish to proceed to appear in votes.

    RECOGNITION OF A TERRORIST GROUP

    In the Matter of Addressing the Whetstone Woodland Insurgency (WWI) in San Andreas State

     

    WHEREAS, in light of recent developments within the San Andreas State, specifically concerning the establishment of the "Whetstone Woodland Insurgency" (WWI), an organization unlawfully asserting control over the territories of Flint County and Whetstone;

     

    WHEREAS, the United States Senate officially recognizes the Liberational Movement of San Andreas as a designated terrorist organization, engaging in acts that disrupt commerce through violence and intimidation and deploying illegal explosive devices, assault rifles, and sniper rifles against federal and state law enforcement officials;

     

    WHEREAS, the creation of checkpoints at toll booths, where travelers are subjected to document inspections, searches, and detentions, represents a violation of federal and state laws, particularly those pertaining to false imprisonment and the infringement of civil rights, including the freedom of movement;

     

    NOW, THEREFORE, BE IT RESOLVED BY THE UNITED STATES SENATE:

    Airspace Restrictions:

    The airspace above Flint County and Whetstone may be subject to prolonged restrictions by the State Government.

     

    Enforcement of Airspace Sovereignty:

    National Guard are authorized to enforce sovereignty over the airspace above Flint County and Whetstone by employing fighter jets and attack helicopters. Aircraft present within the restricted airspace are to be directed to land at the nearest airport, with occupants undergoing identification procedures. Non-compliance with these directives may result in the interception of said aircraft.

     

    Establishment of Checkpoints:

    Checkpoints may be established at toll locations bordering Flint County and Whetstone by State and Federal law enforcement officials, and National Guard, aimed at ensuring secure and unhindered passage for the citizens.

     

    Combat Patrols:

    Combat patrols within the territory of Flint County and Whetstone may be conducted by State and Federal tactical teams and National Guard to quell any indications of rebellion within the region.

     

    Use of Specialized Weaponry:

    National Guard, State and Federal law enforcement officials are granted the authority to employ specialized weaponry in situations where terrorists utilize explosive ordinance. In the event of the deployment of RPGs, IEDs, grenades, or similar explosive devices by the terrorists, National Guard, the State and Federal law enforcement are permitted to respond with equivalent or greater force, including RPGs, IEDs, fighter jets, attack helicopters, tanks, and other suitable measures.

It consists of criminal investigators whose activities include the detection and prevention of fraud, waste, abuse, misuse, violations of operational procedures, violations of federal laws and regulations and mismanagement within governmental bodies. investigations may be internal, targeting government employees, or external, targeting grant recipients, contractors, or recipients of the various loans and subsidies offered through federal and state government.

     

    Investigators:

    • Are considered federal officials and are protected by federal laws;
    • Must gather information and evidence of fraud, waste, abuse, misuse, violations of body's operational procedures, violations of federal laws and mismanagement within the body;

    RECOGNITION OF A TERRORIST GROUP

    In light of the recent developments in San Andreas State, relating to creation of a "Lashkar al-Mujahideen", which illegitimately claims territory of Bone County, the United States Senate hereby declares:

     

    The United States recognizes the aforementioned organization as a terrorist organization, which illegitimately claims sovereignty of the territory of Bone County, interferes with commerce through violence and threats, and makes use of illegal explosive ordinance, assault rifle and sniper rifle weaponry against the federal and state law enforcement officials. Furthermore, the creation of checkpoints at the tolls at which documents are requested from travelers, some being searched and detained, is violation of the federal and state laws, namely false imprisonment and violation of civil rights which grant freedom of movement.

     

    As such, the United States Senate enacts the following:

    • The airspace above Bone County may be restricted for prolonged periods of times by the State Government, the San Andreas Police Department, Sheriff Department, U.S. Navy and Space Force and the Federal Bureau of Investigation.
    • State and Federal law enforcement officials and the military are to enforce the sovereignty of the airspace above Bone County by conducting airspace enforcement with fighter jets and attack helicopters. Aircraft within the airspace at the time when it is restricted is to be ordered to land at a nearest airport and all occupants be identified. Aircraft failing to obey orders issued by the State and Federal law enforcement officials and military are subject to being taken down.
    • Checkpoints may be formed at the tolls bordering Bone County by State and Federal law enforcement officials and military in order to secure safe and free passage for the citizens.
    • Combat patrols may be conducted within the territory of Bone County by State and Federal tactical teams and military in order to suppress any signs of rebellion within the territory. 
    • State and Federal law enforcement officials and military are granted permission to utilize special weapons in situations where explosive ordinance weaponry is used by the terrorists. If the terrorists use RPGs, IEDs, grenades, or other such explosive ordinance weapons, the State and Federal law enforcement may deploy equivalent or greater force weapons against them, including: RPGs, IEDs, fighter jets, attack helicopters, tanks, and other.

    The United States Congress hereby formally authorizes deployment of the U.S. Navy and Space Force, the nation's military, to execute the aforementioned points in order to maintain sovereignty of Bone County under San Andreas State and to ensure of safety of the US citizens.

    The United States Congress amends the United States Code,

     

    Title II - Enforcement and Application of Federal Law:

    (A) The federal law is the highest level of law in the United States

    • (1) The federal law of the United States consists of;
      • (A) the United States Constitution;
      • (B) laws enacted by the United States Congress;
      • (C) decisions of the Federal Court;
    • (2) Liability of federal law enforcement officers under state law:
      • (A) State law is displaced if it imposes burdens on a federal law enforcement officer's attempt to protect federal interests or execute federal law;
      • (B) Pursuant to USC II (2) (A) the federal law enforcement officer cannot be charged by the state but by a federal agency specified under USC II (C);

     

    (B) Federal law can be applied by the Federal Courts

    • (1) Federal crimes can be charged in federal court when;
      • (A) a defendant's activities violate federal law;
      • (B) a crime that is committed across state lines;
      • (C) a crime that is committed in international waters over which the United States has jurisdiction;
      • (D) a crime that occurred on federal property such as a post office, federal government building or airport;

     

    (C) Prosecutions on behalf of the United States can be discharged by an authorized federal agency

    • (1) The United States Congress has the authority to appoint a federal agency to represent the United States in Federal Court;
    • (2) Only these agencies can prosecute in the name of the United States before Federal Courts through their internally appointed prosecutors;
      • (A) The internally appointed prosecutor is appointed by the leader of the agency;
      • (B) The internally appointed prosecutor can be relieved of duty by the leader of the agency;
      • (C) Pursuant to USC II (C) (2) (A), the internally appointed prosecutor is thereafter a federal prosecutor with authority to prosecute on behalf of the United States;

    Title VII - Crimes Involving Property:

    (E) Controlled items

    • (1) Controlled items are weapons or substances which are controlled or restricted by law
    • (2) Controlled substances are classed as follows:
      • (A) Class A - Cannabis Indica, Cannabis Sativa, Xanax;
      • (B) Class B - Methamphetamine, Heroin, Oxycodone, Percocet;
      • (C) Class C - Cocaine;
    • (3) Controlled weapons are classed as follows:
      • (A) Heavy Weapons: M4, AK47, Sniper Rifle;
      • (B) Explosive Ordinance: IED, RPG, Grenade, Molotov Cocktail;
    • (4) It is illegal to possess, manufacture or distribute the following items in the United States:
      • (A) Substances specified under USC VII (E) (2) in any quantity;
        • Exception for Cannabis Indica up to 660g;
        • Exception for Xanax up to 3 pills unless prescribed for up to 24 pills by a state certified doctor;
        • Exception for Percocet up to 1 pill unless prescribed for up to 6 pills by a state certified doctor; 
      • (B) Weapons specified under USC VII (E) (3) in any quantity;
    • (5) Any person in violation of USC VII (E) (4) shall be imprisoned for no less than 1 year and no more than 20 years, be issued a monetary fine determined by the District Court and have the illegal items seized
    • (6) Any person may be subjected to a search of assets through a search warrant issued solely by the District Court or the FBI if the person is found in possession of:
      • (A) Controlled substances Class A in quantity that is by 100g or 5 pills greater than permitted by USC VII (E) (4) (A);
      • (B) Controlled substances Class B in quantity that is by 100g or 5 pills greater than permitted by USC VII (E) (4) (A);
      • (C) Controlled substances Class C in any quantity;
      • (D) Controlled weapons USC VII (E) (3) (A) and (B) in quantity that is by 2 weapons greater than permitted by USC VII (E) (4) (B);
    • (7) A property may be seized:
      • (A) For 7 days if the property is used to manufacture controlled substances specified under USC VII (E) (2) in any quantity;
      • (B) For 14 days if the property is used to store explosive ordinance controlled weapons specified under USC VII (E) (3) (B) in any quantity;
      • (C) For 7 days if the property is used to store heavy controlled weapons specified under USC VII (E) (3) (A) in quantity greater than 3 weapon pieces or with more than 60 ammunition;
    • (8) Any person that brandishes any type of firearm without a purpose permitted by a law shall be imprisoned for no less than 3 months and no more than 1 year.

    VALCATRAZ

     

    (A) Valcatraz —

    • (1) Valcatraz is defined as a federal maximum security prison;
    • (2) A federal prison is a prison within the jurisdiction of the federal government;
    • (3) Maximum security federal prison is a prison with highly restricted access to the proximity of the prison to any unauthorized person;

     

    (B) Jurisdiction  —

    • (1) The Federal Bureau of Investigation bears the jurisdiction to:
      • (A) Exercise law enforcement authority on and within the proximity of the prison;
      • (B) Imprison individuals in the Valcatraz prison;
      • (C) Access, process and question the prisoners in the Valcatraz prison;
    • (2) The San Andreas Sheriff Department bears the jurisdiction to:
      • (A) Exercise law enforcement authority on the grounds of the prison;
      • (B) Guard the prisoners in the Valcatraz prison;
      • (C) Access and process the prisoners in the Valcatraz prison;
    • (3) The San Andreas Police Department bears the jurisdiction to:
      • (A) Access the prison grounds in case of an emergency upon the request of the agency specified under USC XV (B) (1) and (2);
      • (B) Exercise law enforcement authority on the grounds of the prison with authorization specified under USC XV (B) (3) (A)
    • (4) The San Andreas Fire Department bears the jurisdiction to:
      • (A) Access the prison grounds in case of an emergency upon the request of the agency specified under USC XV (B) (1) and (2);
      • (B) Access the prisoners in the Valcatraz prison in case of a medical or fire emergency with authorization specified under USC XV (B) (4) (A);
    • (5) The United States Navy and Space Force bears the jurisdiction to:
      • (A) Access the fenced off area of the prison in case of an emergency upon the request of the agency specified under USC XV (B) (1) and (2);
      • (B) Access the prison docks and helipads regardless of USC XV (B) (5) (A);
      • (C) Patrol and secure the airspace and the waters surrounding the prison and including the prison;
      • (D) Exercise necessary force to neutralize any threat in the air or waters surrounding the prison and including the prison;

     

    (C) Restricted Access —

    • (1) Airspace of a 2 kilometer radius around the Valcatraz prison island is defined as a No Fly Zone (NFZ);
      • (A) Any aircraft violating the No Fly Zone specified under USC XV (C) (1) is subject to being shot down;
      • (B) Any aircraft violating the No Fly Zone specified under USC XV (C) (1) is subject to being seized for 7 months (( 7 days ))
    • (2) Sea in a 2 kilometer radius around the Valcatraz prison island is defined as a No Sail Zone (NSZ);
      • (A) Any watercraft violating the No Sail Zone specified under USC XV (C) (2) is subject to being shot;
      • (B) Any watercraft violating the No Sail Zone specified under USC XV (C) (2) is subject to being seized for 7 months (( 7 days ))
    • (3) Any unauthorized person attempting to access the Valcatraz prison island is subject to being arrested or shot;
      • (A) Law enforcement authorities are obligated to issue one warning to any incoming unauthorized person to reroute or be met with force;
      • (B) The incoming unauthorized person may be given reasonable time to reroute and leave the proximity of the Valcatraz prison island;
      • (C) Any person arrested for violating the restricted access defined under USC XV (C) must be imprisoned for no less than a year ((1 hour )) and no more than 10 years (( 10 hours )) or be fined no less than $1,000,000 and no more than $10,000,000;

    A. Every citizen who wishes to run for the position of the San Andreas State Governor is obliged to submit an application in this post. There are few requirements in order for you to be accepted as a candidate. These requirements are as follows:

    • Possesses a legitimate passport and a drivers license
    • Passes a background check by the Federal Bureau of Investigation
    • If previously convicted in the court of law, the Congress can issue approval to proceed with application regardless
    • You must be in the Republican or the Democratic party

     

    B. The accepted applicants thereafter become candidates. The candidates must host at minimum campaign events which are publicly announced and scheduled at least twenty four hours prior to hosting. These campaign events must be at minimum 20 minutes long. Campaign events are such as: public speeches, rallies, meetings, debates and so on.

     

    C. Voting occurs once the campaign period ends. The voting period lasts 48 hours. The candidate with most votes wins the election and is inaugurated as the next Governor.

     

    2. Timeline

    The following timeline will be followed during the election period:

     

    September 28  through September 29 - Applications open for the position of a candidate

    September 30  through October 7 - Campaign period

    October 8  through October 9 - Voting period

    October 10 17:00 - Results and inauguration

    (( This position is being established as a mean for those who like to play legally to have another opportunity in the field and contribute to the political roleplay in the server. This position might seem same as of Governor but it is not - this position is legislative and deals with a different set of tasks. Considering the position is new, the tasks and responsibilities may change over time as we see how it plays out in practice. ))

     

    1. Introduction

    A. State council is a legislative body of the San Andreas State with the duties and obligations to:

    1. Hold oversight over the Governor by ensuring money is spent for the purpose it was taken, that state agencies are operating efficiently without issues, that state issues are addressed in a timely and appropriate manner and other alike;
    2. Vote on legislative changes proposed by the Governor;
    3. Vote on financial spending plans proposed by the Governor;
    4. Vote on impeachment proceedings against the Governor if initiated by State Council;
    5. Hold at least one session every other week in which active issues in the State are discussed and addressed;
    6. Accept complaints from the citizens and queue the complaints for the aforementioned sessions;

     

    2. Appointing the council

    Members of the state council are appointed by the Congress based on candidature applications.

    3. Term length

    State council members' term will last for a month longer than the term of the Governor, meaning that the state council will be present during transition of one governor to another.     • (1) Controlled items are weapons or substances which are controlled or restricted by law
    • (2) Controlled substances are classed as follows:
      • (A) Class A - Cannabis Indica, Cannabis Sativa;
      • (B) Class B - Methamphetamine, Heroin;
      • (C) Class C - Cocaine;
    • (3) Controlled weapons are classed as follows:
      • (A) Heavy Weapons: M4, AK47, Sniper Rifle;
      • (B) Explosive Ordinance: IED, RPG, Grenade, Molotov Cocktail;
    • (4) It is illegal to possess, manufacture or distribute the following items in the United States:
      • (A) Substances specified under USC VII (E) (2) in any quantity with exception to Cannabis Indica up to 660g;
      • (B) Weapons specified under USC VII (E) (3) in any quantity;
    • (5) Any person in violation of USC VII (E) (4) shall be imprisoned for no less than 1 year and no more than 20 years, be issued a monetary fine determined by the District Court and have the illegal items seized
    • (6) Any person may be subjected to a search of assets through a search warrant issued solely by the District Court or the FBI if the person is found in possession of:
      • (A) Controlled substances Class A in quantity that is by 100g greater than permitted by USC VII (E) (4) (A);
      • (B) Controlled substances Class B in quantity that is by 100g greater than permitted by USC VII (E) (4) (A);
      • (C) Controlled substances Class C in any quantity;

    • (7) A property may be seized:
      • (A) For 7 days if the property is used to manufacture controlled substances specified under USC VII (E) (2) in any quantity;
      • (B) For 14 days if the property is used to store explosive ordinance controlled weapons specified under USC VII (E) (3) (B) in any quantity;
      • (C) For 7 days if the property is used to store heavy controlled weapons specified under USC VII (E) (3) (A) in quantity greater than 3 weapon pieces or with more than 60 ammunition;
    • (8) Any person that brandishes any type of firearm without a purpose permitted by a law shall be imprisoned for no less than 3 months and no more than 1 year.

      • (C) At any location during active military operations approved by the U.S. Congress or the U.S. President;
    • (3) Any person violating a no fly zone defined in USC XIV (C) (1), (2) may be fined no less than $1,000,000 and no more than $10,000,000 and be imprisoned for no less than 5 years and no more than 15 years

     

    (D) Termination of Flights —

    • (1) Federal or state law enforcement agencies and military may engage an aircraft and terminate it when:
      • (A) Aircraft is violating a no fly zone defined in USC XIV (C);
      • (B) Aircraft is refusing to comply with instructions as defined in USC XIV (A) (1) (B), (C);
      • (C) Aircraft is being operated dangerously and presents danger to general public;

     

    (E) Seizure of Aircraft —

    • (1) Federal or state law enforcement agencies may seize an aircraft:
      • (A) For no less than 1 month and no more than 6 months when aircraft was used to violate an NFZ defined in USC XIV (C);
      • (B) For no less than 1 week and no more than 1 month when aircraft was used to not comply with instructions as defined in USC XIV (A) (1) (B), (C);
      • (C) For no less than 1 week and no more than 2 months when aircraft was flown in a reckless or dangerous manner as defined in USC XIV (B) (3)

    NATIONAL GUARD

     

    (A) National Guard is established as a reserve component of the United States Military

     

    (B) National Guard is given the authority to:

    • (1) Operate within Easter Basin naval base, Ocean Docks naval base, Area 51;
    • (2) Detain any person trespassing into the area specified under USC XIII (B) (1);
    • (3) Use necessary force to stop any person trespassing into the area specified under USC XIII (B) (1);
    • (4) Temporarily restrict airspace where rocket launches are conducted;
    • (5) Temporarily restrict naval traffic where active operations are ongoing;
    • (6) Use necessary force to stop any person from interfering with a National Guard convoy;
    • (7) Request state or federal escort for National Guard convoys;
    • (8) Violate the speed limits and traffic orientation during convoys;
    • (9) To seize assets and belongings that trespass into the area specified under USC XIII (B) (1);
    • (10) To bear arms and other military equipment forbidden to the general population;
    • (11) Secure airports, docks, toll passages and city halls across the state;

     

    (C) The head of the National Guard is the General

    • (1) The General of the National Guard is appointed by the United States Congress in conjunction with the President of the United States.
       

    (D) The members of the National Guard are guardsmen;

    • (1) Guardsmen are recruited through the recruitment system set by the agency;

     

    (E) The National Guard vehicles must meet the following Federal regulations:

    • (1) Have blue and red flashing emergency lights on vehicles participating in convoys;
    • (2) Have number plate formatted as "US <NUMBER> NG" in dark green color;

     

    (F) The National Guard may operate outside the areas specified under USC XIII (B) (1), (11):

    • (1) If the President of the United States orders deployment;
    • (2) If the U.S. Congress enacts state of emergency and authorizes deployment;
    • (3) If it is to engage an aircraft or watercraft which refuses to obey orders of the federal or state law enforcement;

    Announces Governor election for the San Andreas State

     

    1. Procedure

    A. Every citizen who wishes to run for the position of the San Andreas State Governor is obliged to submit an application in this post. There are few requirements in order for you to be accepted as a candidate. These requirements are as follows:

    • Possesses a legitimate passport and a drivers license
    • Passes a background check by the Federal Bureau of Investigation
    • If previously convicted in the court of law, the Congress can issue approval to proceed with application regardless
    • You must be in the Republican or the Democratic party

     

    B. The accepted applicants thereafter become candidates. The candidates must host at minimum campaign events which are publicly announced and scheduled at least twenty four hours prior to hosting. These campaign events must be at minimum 20 minutes long. Campaign events are such as: public speeches, rallies, meetings, debates and so on.

     

    C. Voting occurs once the campaign period ends. The voting period lasts 48 hours. The candidate with most votes wins the election and is inaugurated as the next Governor.

     

    2. Timeline

    The following timeline will be followed during the election period:

     

    April 05  through April 06 - Applications open for the position of a candidate

    April 07  through April 13 - Campaign period

    April 14  through April 15 - Voting period

    April 16 17:00 - Results and inauguration

     

    3. Rules

    All candidates must abide by the following rules:

    • It is mandatory that candidates cooperate with the Congress and the FBI during the course of election.
    • Vote manipulation in any shape, or form, is not tolerable. Such will result in termination from the election.
    • Candidates may not commit criminal offenses during the course of the election.
    • Candidates must have a running mate (Vice Governor) who will assume that position after inauguration.
    • Candidates must meet the specified number of campaign events if they wish to proceed to appear in votes.

A procedure for this will be written in detail.

    The United States Congress amends the United States Code,

     

    Title VII - Crimes Involving Property:

    (E) Controlled items

    • (1) Controlled items are weapons or substances which are controlled or restricted by law
    • (2) It is illegal to possess, manufacture or distribute the following items in the United States:
      • (A) Cannabis Sativa, Methamphetamine, Heroin, and Cocaine, in any form and quantity;
      • (B) Cannabis Indica if the quantity exceeds 660 grams;
      • (C) Assault Rifles (M4, AK47), Sniper Rifles, Explosive Ordinances (IED, RPG, Grenade, Molotov Cocktail)
    • (3) Any person in violation of USC VII (E) (2) shall be imprisoned for no less than 1 year and no more than 20 years, be issued a monetary fine determined by the District Court and have the illegal items seized
    • (4) Any person in violation of USC VII (E) (2) may be subjected to a search of assets through a search warrant issued by the District Court or the FBI
    • (5) Any person that brandishes any type of firearm without a purpose permitted by a law shall be imprisoned for no less than 3 months and no more than 1 year.

    REVOCATION OF RESOLUTION 030 3031

    Following the victory against the Liberational Movement of San Andreas, on the 28th of October, 2021, after a military tier operation has been executed in which the leaders of the movement suffered fatal wounds, the United States Congress hereby revokes H.RES. 030 and H.RES.31.

     

    The United States Congress extends a major thank you to the FBI and the SAPD for the excellence in the execution of this operation, and all the operations that have been executed from the beginning of this movement.
