GOVERNOR ELECTIONS

MARCH/2019

 

The government of the State of San Andreas officially opens the process to elect a new Governor that will serve a term from April 18, 2019 to July 1st, 2019.

1.   ELECTORAL PROCEDURES

 

The whole electoral process will consist of the following procedures:

 

Application as a candidate - the citizens of the state, who are eligible is determined by the conditions stated in this document will make a formal application on this topic. The application will go through a background check done by the Federal Bureau of Investigation and the San Andreas Police Department, along with a review by the electoral commission. If all conditions are met, it will be accepted without a problem;

 

Campaign - After the application period is over, the campaign officially starts. The campaign may consist of any acts the candidate wishes to perform, as long as it's with law boundaries and the electoral rules: rallies, speeches, meetings, debates, interviews, etc. The candidates should use their creativity in this process;

 

Voting - After the campaign period is over, voting will be called for all the candidates. More information on voting rules (who is eligible to vote, voting period, etc) will be announced maximum 3 DAYS before the end of the campaign period.

 

Elected candidate - The winner of the election will officially take charge of his position on April 18, 2019, after briefing with the Congress and the Electoral Commission.

 

2.   ELECTORAL DATES

 

The whole electoral process will happen on the following dates:

 

March 28 to March 31, 23:59 GMT - period for any eligible citizen of the state to apply as a candidate;

April 1 to April 14, 23:59 GMT - period reserved for the campaign acts;

April 15 to April 17 22:00 GMT - period reserved for voting.

April 18, 16:00 CET - The official result of the election will be announced, along with data of every vote cast, to ensure the democratic process.

 

3.   ELECTORAL RULES

 

The whole electoral process will bear the safeguard of these rules:

 

3.1 - APPLICATION RULES

 

The electoral application is subject to be questioned by the Federal Bureau of Investigation, who is responsible to perform the background checks, or by the electoral commission itself. In any case, the candidate is questioned, he shall follow all instructions provided by the Federal Bureau of Investigation or by the electoral commission.

Failing to follow any of the rules stated above will result in a denial of the candidature.

 

3.2 - CAMPAIGN RULES

 

A candidate, during the electoral campaign or BEFORE the campaign (if found performing), or even before the acceptance of the candidature itself, is STRICTLY forbidden to: bribe other citizens for votes, by offering them any possible advantage in exchange for a vote.

Only people registered in the political parties are allowed to make propaganda for the candidate. Propaganda is recognized as: forum publications; in-game /ad; official campaign acts (rallies, speeches, events, etc). Non-listed actions here are not counted as official propaganda and may be performed by any citizen.

There is no specific limit for candidature donations - however, the donated cash, obviously, may not originate from illicit acts (ex. using marked money from ATMs to sponsor a candidate).

 

3.3 - GENERAL RULES

 

A candidate may not be found guilty of any crimes during the electoral period (regardless if the guiltiness is assured in-game, by the police [arrested in the act], or by a Court decision], under punishment of being excluded from the election.

A candidate may not be found guilty of any breach of the Electoral Rules, under punishment of being excluded from the election.

 

4.   ELECTORAL PROCEDURES

5.   THE GOVERNOR'S ROLE AND IT'S ATTRIBUTIONS

 

The elected Governor of the State of San Andreas will be entitled to:

 

• Propose new laws;
• Suggest changes in current laws;
• Adjust tax rates for properties and business through the State, to be paid monthly;
• Adjust toll fees for all tolls through the State;
• Determine the paychecks for the SAPD, the FD and the EMS;
• Bear the executive control of the State and all its cities and territories;
• Promote measures that enrich the quality of life of the citizens of the State;
• Cooperate with the San Andreas Police and Fire Department;
• Work along guidance of the Congress and the Senate of the State*.

 

* The Congress of the State is composed by Server Managers.

* The Senate is composed by Server Leader and Community Manager.

Schedule all your campaign events with the FBI beforehand so security can be organized and event properly announced in order to maximize attending from people.

THE VOTING PROCESS & INFORMATION

GOVERNOR ELECTIONS - SET/2019 - APRIL

 

 

The electoral commission, hereby, announces the details on the voting process & further information to the public.

 

REMINDER: To be eligible to vote, a citizen of the State of San Andreas needs to meet the following requirements:

• Have a passport;
• Has been registered for at least a month;
• To the 'veterans': have at least a 10-hour activity registered on the panel in the last month (just as for paying property taxes);
• * The panel activity rule was issued to avoid manipulation of the voting process through the following means;
• Creation of new accounts prior or after the start of the voting period, in order to favour a candidate;
• Participation of players with very low to null activity [play-time] in the server (indicating, most likely, loss of interest in the server) and consequently, players who're absent of the ordinary routine, in order to favour a candidate - in this case, we can not predict situations in where someone might have a valid reason (inactivity for legit reasons) to not play, leaving those also unable to vote in this round.

It is allowed to:

• Players who meet all the listed requirements to vote, but do not have a forum account, to register an account to be able to vote;
• Candidates to vote for themselves.
