Clarifications

1. PMC only engages USNSF and vice versa;
2. Random players who aren't in USNSF or PMC must be ignored by both parties;
3. Random players who aren't in USNSF or PMC cannot interfere with PMC or USNSF;
4. PMC players who commit crime outside of TR cannot escape to TR for immunity;
5. Any wanted player cannot seek immunity in TR - law enforcement can come with purpose to arrest such players;
6. During scheduled activities which are announced thru event info in-game nobody aside USNSF and PMC can be in TR;
