The San Andreas Police Department is the official law force of the state of San Andreas. It is the legal branch responsible for the ostensive patrolling and care of the society within it's constitutional limits and attributions.
    
The mission of the S.A.P.D is to uphold the Constitution of the State of San Andreas and serve the law at all costs, maintaining peace and order, and striving for a better tomorrow.
    
The vision of the S.A.P.D is to be recognized as an example to the community, fighting the crime in all levels with all resources at reach, as well continue to ostensively fight criminality at all levels, regardless of what comes through.


The goals of the S.A.P.D are the following:

  • Serve and protect the people with integrity and excellence;
  • Assure the compliment of the Constitution of the State of San Andreas;
  • Preserve the public order;
  • Be an active part of the community, integrating and connecting with it;
  • Combat the crime at all present levels;
  • Exercise ostensive patrolling and activity throughout the State of San Andreas.

Chief of Police

The Chief of Police (COP) is the highest-ranking officer in the San Andreas Police Department. As a general 'developer' of the Police Department, the COP is responsible for the planning, efficient administration, and operation of the Police Department. The Chief also formulates departmental policies, regulations, goals, and program priorities to be followed by members of the Police Department. Ensures compliance with all laws which the Department or its officers have the authority to enforce. The Chief of Police has full authority over the San Andreas Police Department and all of its divisions.

Deputy Chief of Police

The Police Deputy Chief is the second-highest rank in the Police Department and reports directly to the Chief of Police. When the COP is absent, for any reason, the deputy chief assumes that role and takes full command of the Police Department. In the absence of the Chief, the deputy is responsible for making any day-to-day decisions that the Chief makes.

Command Consultant

The Command Advisor is the consultant to the Chiefs of Police, often a previous CoP which smoothes the transition between leadership. Command Advisors are merely a forum rank and have the field authority of a PO-II. They may reinstate into the rank of Sergeant II if there is a vacancy and they can regain activity.

Captain

A Captain is performing work that involves the responsibility for planning, assigning, and supervising activities of the patrol or investigative operation. In addition, a Captain performs administrative duties such as reviewing correspondence, budget requests, and activity reports of all the departmental bureaus. The Captain is often in-charge of the Sergeant Training Program, however, that job may rise to the Deputy Chief.

Lieutenant

Lieutenants are responsible for ensuring that subordinate officers in their department follow all tasks to ensure the running of the Department. They often supervise specific divisions, give directives to subordinates about new or revised policies. Lieutenants join forces with their subordinates and supervisors to prevent crime and enforce laws, and work in police stations and out in the field.

Police Detective III

Detective III (Det. III), colloquially referred to as just "Detective", is a supervisory detective position that is responsible for training and overseeing the activities of Detectives I and II, Police Officers, in addition to regular detective duties. The rank of Detective III is equivalent to the rank of Sergeant II. A Detective is often assigned to a specialized division and is responsible for responding to the scenes of crimes, conducting preliminary and follow-up investigations, preparing the required investigative reports, preparing a biopsy of the report, apprehending the suspect, preparing the case for a successful prosecution, and testifying in court.

Police Sergeant II

Sergeant II are experienced supervisory staff members, they are the highest non-commanding members in the department and understand how the department operates. They are often tasked with guiding Sergeants on their journey into their supervising duties. These members of the Supervising Staff are often tasked with handling minor duty infringements and must report those to their superiors. Sergeant IIs have shown great interest in progressing further in their career in the department, they are often tasked with leadership tasks on the field such as assuming the lead role in assigning tasks during situations, organizing patrols, enforcing call-sign usage, shift briefings, and much more.

Police Detective II

Detective II (Det. II), colloquially referred to as just "Detective", is the first supervisory detective position that is responsible for training and overseeing the activities of Detectives I, Police Officers, in addition to regular detective duties. The rank of Detective II is equivalent to the rank of Sergeant I. Police Sergeant I

The entry rank to the Supervisory Staff. The Sergeant I rank is given to those who have shown interest in proceeding their career towards a supervising aspect, you will be trained in supervisory duties, such as organizing your fellow officers and friends during the day, babysitting your fellow officers should the need arises, and overall try to mold them into a cohesive unit and be sure they perform their work efficiently. Only those with a long stay in the department will be able to be promoted to this position. For you to make a good Sergeant I, you must be able to set your emotions aside and be impartial. A Sergeant I is performing work that involves the responsibility for planning, assigning, and executing tasks to which they were assigned. These tasks can vary from hosting organized patrols to simply hosting a border patrol.

Police Detective I

Detective I (Det. I), colloquially referred to as just "Detective", is the first detective rank available to officers if they pass their detectives exam and departmental interviews. A Detective is often assigned to a specialized division and is responsible for responding to the scenes of crimes, conducting preliminary and follow-up investigations, preparing the required investigative reports, preparing a biopsy of the report, apprehending the suspect, preparing the case for a successful prosecution, and testifying in court.

Police Officer III+1

Police Officer III+1s are the most experienced field officers in the department. When you reach this rank, it means that you've already surpassed being a senior member of the department and that you have received a qualification allowing you to participate in more responsibilities. Police Officer III+1 is a rank also given to officers in the Sergeant Training Program. Members in this rank have shown their interest in joining the Supervisory Staff and are being evaluated on their performance. A Police Officer III+1 may be enrolled in the Sergeant Training Program after they have shown they are able to handle the progression to the supervisory rank if there are vacancies in the Supervisory ranks. Needless to say, a failure to keep a satisfactory performance marker can result in a demotion.

Police Officer III

Police Officer IIIs are individuals themselves who are the first ranks to be forced to conduct additional duties. When you reach this rank, it means that you've already surpassed being a senior member of the department and that you have received a qualification allowing you to participate in more responsibilities. Needless to say, a failure to keep a satisfactory performance marker can result in a demotion. Members in this rank have shown their interest in joining the Supervisory Staff and are being evaluated on their performance. A Police Officer III may be promoted to the rank of Sergeant I after they have shown they are able to handle the progression to the supervisory rank. This also depends if there are vacancies among the Sergeant ranks.

Police Officer II

Police Officer II are Officers who have served for a period of time, have gained experience, and have witnessed a number of situations that provide them with the knowledge and experience that the rank represents. They can serve as role models for the officers which have just graduated from the academy and can show them the ropes of the job on the field. They are also often part of a division and partake in their additional duties.


 

 

Police Officer I

This is the rank assigned to the Cadets whose performance is satisfactory to move further into their career. As a Police Officer, you have been trained in the basic of law enforcement, and you are trusted with a uniform, a precinct, a cruiser, and overall the ability to think with your own mind and conduct your duties as a Police Officer and the freedom to perform your duties alone. These Officers have recently passed the academy or rejoined the department and are still getting used to the department. Police Officer I is a probationary rank and they may not join any divisions during their probationary period of one month.


 

 

 

Reserve Police Officer

Reserve Police Officers are police officers who have no obligated schedules or quotas, such as assignments. Police officers that have served in the department for at least 2 months as a Police Officer I or higher can choose whether they want to become a Reserve Police Officer or not upon resigning. Reserve Police Officers can not join any division, but they have access to our weaponry and those who had a heavy weapon permit prior will be able to equip those as well. Also, they have access to the vehicle fleet that is accessible to only departmental officials. They will have access to a communication channel as well to communicate with us and reserve the ability to be called on duty, in case help is needed.

 


 

Police Cadet

Upon joining the department, the rank of Cadet is going to be the first significant achievement in the hierarchy of the group that a normal player can obtain. This is the entry rank for people whose applications get successfully reviewed and accepted by the staff of the SAPD. As a Cadet, their only responsibility right now is to pass the academy, trying to learn notions about police work itself, that can range and not be necessarily limited to community policing, firearm usage, and driving techniques. Upon passing a period that is deemed satisfying by the Academy Staff, they get promoted to the rank of Police Officer I.

 


Volunteer Officer

An individual who is not usually a police officer, but likes to lend a hand whenever available. They are the backbone of the police department itself as it is from this fodder that new officers get sworn in, and as such, they are treated as an important asset.

TIME: 18:00 [server time] (equals to GMT +2, local time in Paris, Rome and Brussels)

LOCATION: I.O.B Headquarters (Temple, Los Santos), Conference Room

The ceremony is open for public attendance. The schedule is planned as follow, with eventual corrections and possible changes:

  • Opening speech - The state of the S.A.P.D;
  • Further addresses by the Command of the S.A.P.D;
  • Medals and Awards, to be given out to those who demonstrated excellence at duty;
  • Promotions;
  • Open microphone, for those who wish to address anything.

 

OF PUBLIC INTEREST:

 

You're expected to maintain respect and silence through the entire Ceremony - the room for public addresses will be given by the end - therefore, we urge the public to maintain a decent posture, and avoid:

  • Speaking/shouting during the Ceremony (whispering directly to someone is OK);
  • Performing hand gestures that may be seen as disrespectful, or by any means, disrupt the ceremony;
  • Carrying weapons or melee weaponry inside of the Conference Room, even if it's concealed;
  • Any other form of disrupting the ceremony.

If you're found to be, by any means, disrupting the ceremony, you will be gently asked to leave. A refusal will result in your removal by force.

House burglars: how to protect yourself?

Recent increase in burglars has encouraged the S.A.P.D to double it's attention

Did you ever imagine one day, returning to your house from a tiring workshift, just to find out it was... emptied? That someone broke in it and has stolen some of your most precious goods? That is out of the imagination thoughts now. The S.A.P.D, through it's Statistics Division, has verified a vertiginous increase in house burglars throughout the whole state.

 

Despite the efforts applied to put a stop to the crimes, through the CID (intelligence division) and the ostensive patrolling of our units in well-known danger zones, home invasions may still occur. Therefore, we have a few security tips for you:

 

  • ALWAYS keep your house locked. An unlocked property is a great opportunity for a thieve.
  • Security alarms for properties are an option: you can order these from any company specialized in security measures (/property upgrade). If someone attempts to break in a property with an alarm, an alert will trigger in the dispatch of the S.A.P.D, allowing units to get known of the fact and respond immediately.
  • If someone still breaks into your property despite all the security measures, you may report the crime to the S.A.P.D through this link and we will investigate further.

Speedy ride gone wrong

Young and irresponsible arrested by the S.A.P.D after a brief pursuit

John (22 y.o) has learned that the crime does not compensates - in the worse way.

 

Crime doesn't pay off - that's an imperative maximum in society's unconscious, apart from a few crooks, here and there. Today, another one has learnt the lesson in the toughest way possible, after trying to test out the department's resources.

 

John (ficticious name to preserve identity), 22, has been arrested by the S.A.P.D's HSU (high-speed unit) after engaged in a brief chase. The subject was pulled over in Conference Center, Los Santos, after a crash in a police patrol. He, then, proceeded to evade, engaging the units of the department in a fierce high-speed chase, in where a HSU vehicle of the department had been deployed in order to seek and capture the fugitive.

 

The pursuit came to an end at Rodeo, close to one of the city's exits, in the Los Santos-Flint County toll. The subject's vehicle was neutralized, giving him no choice but to attempt to flee on foot, just to get known of another of the department's resource - the taser. Put to the ground, he was, then, briefly frisked and found in possession of 7 grams of heroin - afterwards, the subject was transfered to the nearest PD and will await for his hearings in the jail.

 

This incident also served to emphasize the efficiency of the PD's high-speed units, always available for situations where anyone tries to challenge off the units in marked cruisers.

I do believe every officer has the right to arrest someone for speeding if the driver has multiple speeding tickets that are not unpaid by him.

Every officer does it, CID is responsable of collecting evidence and arresting the most notorious criminals in the state.

An organized crime family kidnapped the Chief of Police; however, the chief's alive, and his hangmans... not so well

July 20th, evening. Average day for the San Andreas Police Department, with busy shifts and countless interventions. At least, it sounded so... till a very specific moment.

 

The CoP, Leon Englert-Carter, was, at the moment, on unmarked duty, visiting the Dealership to schedule a check-up to his vehicle. At the very moment, three full cars hoarded at his place, quickly surronding him.

 

"It was pretty quick. I couldn't see from where they came from... at the point i realised something was wrong, they had already smashed my vehicle's window."

 

After he could briefly get hold of his radio and loudly mumble a few words before getting dragged out, backup arrived. However, it wasn't enough. The criminals were also well-armed and were match for the officers on scene, and a mayhem distracted the units, allowing two of the crooks to kidnap Chief Carter.

 

He was taken to an undisclosed location, in where the crooks called the police, laying out their demands. After a hard time of negotiations, both parties reached a consensus, in where the Chief, according to his own words, would be left out alive in exchange for a million dollars.

 

"I thought they'd kill me at one point. These guys were not normal, they were not in just for the cash, they're pure sadists. They enjoyed the symbolism of their whole act."

Chief Carter was found nearly unconscious, by the beach of Verona. Wounded in both arms, and missing parts of his clothes, he was quickly provided first-aid by the arriving units, and also the guarantee that the perpretators would be caught by an outstanding effort of the department, mobilized by Supervisor Dylan Parker, Lieutenant Matthew Carter and Officer Kacper Thompson.

The fast mobilization and the well-delineated focus on the mission: perks of the police department.

 

After a while, the SAPD got hold of the information that the kidnappers switched to a ground vehicle, and immediatly engaged in a hot-tanned pursuit, which lasted for a decent while, till they were found inside of a luxurious clothing shop in the vicinity of Rodeo, Los Santos. The units on scene were able to quickly act and overwhelm any possible chance of the criminals. A male, appearing to be 40 y.o, was presumed dead on scene after engaging in a fierce firefight with the units. A woman, appearing to be 30 y.o and his companion was arrested on spot, and led to the nearest PD, to be booked.

 

Chief Carter, despite the bruises inflicted by a knife in his both arms, recovers well at his residence. He was delightful with the operation's outcome, and shared a few words with us:

 

"Justice was served. Even though i'm not really revengeful, and always abide by the lawful, the department has acted correctly and i wouldn't change a penny of any the actions perpetuated today. I quickly got hold of the news with the units present on the scene, and i am happy to witness the efficiency and capacity this department has demonstrated to assure it's mission with the people of San Andreas."

Hello, Bull,

 

The outcome of the operation was presented at the release. The two subjects who were charged and found guilty of kidnapping the CoP were found by the S.A.P.D in an extended operation. One of them was deceased and presumed dead in scene, while the other was arrested and will be subject to criminal prosecution.

Into the 21th century's technology era, the S.A.P.D invests on modern apparatus to aid in it's mission

 

 

Public Affairs of the S.A.P.D

 

In the medialogic time, with electronic devices to back us up, and a robust network to provide the basis for an era where people are interconnected and bonds have became flexible, the police couldn't stay behind.

 

Therefore, we hereby announce to the public one of our newest tools to help us fight crime: the camera devices, from now on, installed in all police vehicles and police uniforms.

 

In accordance to the regulations of the department, these devices must remain online and filming all the time. They will be automatically activated, by default, whenever wearing the uniform, or using the vehicle.

 

* All police and tactical unit uniforms are equipped with body cameras (activated by default when going on duty). You're strictly forbidden to damage the camera (or attempt to), obstruct the camera's lens or remove the camera from the uniform without permission.
* All police and tactical unit vehicles are equipped with cameras (activated by default when using the vehicle). You're strictly forbidden to damage the camera (or attempt to), obstruct the camera's lens or remove the camera from the vehicle without permission.

The installed cameras are meant to cover all possible duty situations an officer may face, and are here to aid in the following:

 

  • Clarification of unresolved situations in the line of duty;
  • Assistance for the department to identify possible faults, points and issues in the officer's performance;
  • Safety for the citizens, upon recognizing the officer's actions are being recorded and may be subject to review.
