I'm in favor for the main idea, decreasing the accessibility for heavy weapons, but I don't agree on the suggested methods, specially the "specialized group" idea will probably cause a lot of drama, some groups will be mad that they're targeted or that other groups are more favored than others. even if it's not actually the case it'll still cause tons of drama regardless. (at least I think so)
While currently I don't have any suggestions that would help achieve this, I'd suggest maybe thinking outside the box, rethink the whole warehouse idea? I'd prefer if there is a system that rewards roleplayers over DMers, as DMers+heavy weapons kinda ruin "my" fun (I'm aware some others love this style of gameplay)
Overall I believe that the management are on the right path.
