    • CHAPTER I — INTRODUCTION   Valrise V3 is a new major iteration of server, and it comes almost a year after its predecessor, the V2. It is quite hard to keep reinventing the wheel, when the server already has so many features that even I, as a developer, often forget all the features that have already been implemented.    Before we get into it, I'd like to highlight here that all these changes are subject to change based on player feedback upon the release of V3. We'll be listening to your feedback and will promptly adjust features that, based on your opinions, require adjustments.   About the wipe For V3, we decided to perform a wipe on everything, and refund players cash (based on networth — value of properties, vehicles, bank money), level, XP, loyalty points, donor level, donor perks and playtime. Why did we decide on this? well, the server has been running on the same economy for 7 years almost. That's a lot of time for billions, and I mean hundred billion of cash to get spawned in to the rotation. A lot of properties are occupied by players who might not even play actively anymore but only come in-game to be able to pay taxes.    That leaves new and active players with little to achieve, since they cannot obtain the valuable business properties, or houses. It leaves little reason to work for money when money cannot buy you the things you desire, as those things are occupied. Hence, with this wipe, we're looking to stir things up and provide EVERYBODY with the opportunity to purchase something they desire. A business? a fancy house? a vehicle that might've been limited previously? now it's up for grabs for everyone equally.   Businesses For the first two weeks, business properties will not be purchasable. This is to allow EVERYBODY time to work for extra money, so everyone can be well prepared to go purchasing a business. This time, very profitable business properties will be more expensive. Ammunations will be ownable by players once again. And all business properties will generate passive profit, in addition to profit made from player purchases in store.   Should a player be inactive and not restock a crucial business such as a pay'n'spray, a gas station or an ammunation, or any other business important to the gameplay of others, then management will sell the business and leave it unowned, and any first player that comes across it, and can afford to purchase it, can do so on the spot. This means — no more businesses being owned and held by management until auctions.   Furthermore, in V3, managers are not permitted to own business properties at all. They may just own one house of a mansion type or any amount up to the script limit of regular houses, and no businesses.   Drugs Drug prices have been rebalanced, and are now also more based on the risk factor of being caught while producing. This means, if a drug being produced puts you at higher risk of being caught, such as growing cannabis indica on the fields, or heroin in the shacks, those drugs will be more expensive at the drug dealer than meth, which is low risk production.   On the matter of drugs, we've also shuffled up the locations at which you can produce heroin, and certain weed plantation fields have been swapped around. The goal is to introduce new locations, with their own advantages and disadvantages, as by now probably everyone got tired and well familiarized with the heroin shacks and weed fields as they've been unchanged since 2017.   Group Points Group points are also getting a use in V3, as now it'll act as a currency. Groups will receive 1 point every 3 hours, per each turf they own. They will also receive 1 point for every 3 kills during a group war. This promotes groups to capture and defend turfs and participate in group wars, in order to farm group points. With group points, you can purchase weapon cases, as there's no longer weapon warehouses in V3. Weapon cases are purchased in black market. In addition to weapon cases, you're also able to purchase group perks with group points. What's more — you can also purchase group vehicle upgrades with group points.    Drug Dealer & Black Market Wait.. you said there's no weapon warehouses anymore? yeah, not even the drug dealer will be the same any longer. Now, drug dealer IS actually just a drug dealer. He will purchase your drugs and go away. And you can summon the drug dealer by a phone call to a specific number. The drug dealer will appear at a closest location to you, wait for you 5 minutes and then leave. Convenient, isn't it? but where will I buy C4, convert marked money and all that? Well, that will now occur in the black market. Located in the sewer systems of Los Santos. In the black market, you will sell jewelry items, gold bars, marked money, and purchase weapon cases, place hitman contracts or purchase C4 explosives and police scanners.   VAC Speaking of group wars, with V3 we're also rolling out VAC V2. A completely rewritten version of VAC, in another programming language, tested on Windows 7. The performance has been significantly improved, and relogging is now near instantaneous. You're also able to change character whilst on VAC and without relogging. And — by using VAC voluntarily, you receive benefits. Extra drugs on production, discount on weapons in ammunations, extra XP on level up, and many others!   Maps We've also given the maps some love. Many different areas have been redesigned. Such as Willowfield - Idlewood road that now features a line of ghetto houses. The mechanic station has been relocated to more prominent location between Idlewood and Ganton. The Marina park has been tweaked up and now features a much better looking park by the Verona Beach roadway, whilst the middle has a few stores. Market strip features a longer palm tree line, along with LS-LV Highway. Red County between Palomino and Montgomery has more trees, as well as whole rear end of Fort Carson. But that's not all — there's new City Hall Interior, Police Department interior, Driving School interior and several new house interiors that can be used.   Cops and Criminals V3 mainly focuses on what players utilize and play as the most — the criminal side and the police side. Though, legal jobs did receive some love and some of the activities were tweaked up and improved, such as fishing. However, police systems received much needed refreshment, mainly quality of life improvements that will make policing much simpler and more convenient.   First and foremost, the FBI was removed a while ago before V3. The idea of FBI does not function in this server due to the lack of appropriate criminal groups and the lack of players who can focus on investigative type of work, which is not all about chasing criminals all day and going from shootout to shootout.   Feature wise, showing active TAC channels above minimap, or highlighting only important radio messages in darker blue shade whilst maintaining the rest that are less important in standard light blue color. Spikes are now an item that can be racked and deployed from an ambush, without being near a car. With SAPD and FBI merged, SAPD now has blue-red siren style, and the callsign system was revamped to be much more convenient, with one command you can see every usable callsign by your current job, and who is using it. Click the callsign — and you're assigned to it! Type /carsign and your callsign is automatically added to the car, without typing the callsign all over again.   Wanted players now appear in orange color, which will make it very easy for police AND criminals to determine who is wanted, who can be aided, and who isn't wanted and who isn't mean to be shot. A new command, /aid will also readily tell any potential aider whether he's allowed to aid or not. If a person is wanted for traffic related offenses, he cannot be aided. If you're not part of the wanted player's groups or squads, you cannot aid either. The command will let you that know, so you don't get into a pickle of a situation with staff.    Heists While we're on topic of cops 'n' robbers, significant improvements have been made on existing heists, and a brand new heist. There's now jewelry stores and banks that you can perform a heist on, across San Andreas. Three of each can be robbed through heist mission. You choose which one you wish to target, and this variety will improve the experience for both, criminals and cops as each situation can have new varying elements to it — the environment, alternative escape paths and more alike.    The securicar heist has been changed in its concept, so now the main goal of securicar heist is cracking the doors of the securicar open, then delivering the securicar heist to a random location that's predetermined for each time you initiate the securicar heist. Police are now allowed to participate in this heist, along with any rival groups or players. A player that delivers securicar to its final destination receives the gold bars, but if that player is part of a group, the alliance and the group itself receives points for the delivery. Additionally, the securicar is heavily armored, so it's not that easy to disable it.   And lastly, a new heist has been added — museum heist. The goal of this heist is stealing art pieces that are displayed on the museum walls. You have to crack open the doors of the museum, and then optionally the alarm if you wish to not have police on the doorstep within minutes. If you do not crack the alarm, the police will be alerted within minutes of you entering the museum. Once the art pieces have been taken, the heist leader must deliver them to a destination that's predetermined during heist initiation. The heist leader will receive the reward, which he can then split between the participating members. If the heist leader dies before delivering the art pieces, the art pieces will spawn on top of his body, and anyone can collect and deliver it for money.   Changelog  Anyways, that's all just an introduction. The changelog below will describe MOST of the bigger changes, but not all, since it's too many minor changes to keep track of. Let's dive right into it!   CHAPTER II — CHANGELOG   GENERAL We performed a wipe on properties and vehicles, however your money will be refunded in a specific rate. Groups will be assisted in the beginning with free vehicles, headquarters and starting resources. Managers are prohibited from owning business properties. Managers are prohibited from leading groups (including criminal and law enforcement). Staff reports can be also filed on Discord via "report staff" option for quicker handling. Player reports can also be filed on Discord via "report player" option for quicker handling. A new cinematic intro screen has been added. New players after registration will see a scene of a plane landing at LSAP which is where they spawn. Body command has been fixed, so you can now use: /body carry <body ID> /body bag <body ID> /body unbag <body ID> /body store /body unload /body inspect <body ID> /body cremate The old /carrybody, /dropbody and others still will function normally   ANTI-CHEAT VAC has been redeveloped in a new programming language The GUI and the whole use of VAC brings whole lot of new efficiency improvements It should also work fine now with most Windows 7 versions You will no longer get kicked for "your session IP does not match current IP" You will no longer have to wait before relogging, it is now immediate when you click PLAY button Voluntary uses will receive various perks Extra cannabis, heroin, meth, cocaine on production Extra smuggle items on completion of the "smuggle"; "plane smuggle"; "cargobob smuggle"; "trafficking" mission Planned soon: discounted weapons at ammu, extra loyalty points at XP increase etc..   ACCOUNT Referral system has been added, where every player can enter the name of a player who referred them, in order for the referring player to be able to receive rewards such as loyalty points, or donor perks. For every referral you receive loyalty points, for every 6th referral you receive donor perks Damage indicator has been fixed and is now functional via /settings. You can now view account registration date in /stats   PROPERTY All properties have been wiped, and placed back at sensible locations at new prices. Properties will no longer be moved, a new one may be added at a sensible location, if it already hasn't been added. The interiors of properties must match their location. A gang house with 1 floor cannot have modern 2 floor interior. Businesses generate passive profit over time (hourly) This is in addition to what the business generates from purchases and from entry fees Business owners can now add or remove items that they wish to sell or not sell from their business /buy menu In example, if you own a bar and only want to sell alcoholic drinks, you can remove the sodas and water We now offer a blank property interior in different sizes that can be furnished from scratch by your own imagination and will A "safe" can be placed by furniture now, at your current standing location, from which you access /storage, /load, /unload. It cannot be accessed from anywhere inside the property anymore. By default most properties will come with alternative entrance at the appropriate spot if the singleplayer property model has a backdoor Property tax has been removed, properties owned by inactive players will be auto-sold after prolonged inactivity. After relog, you will be teleported back in the property where you left, instead of at the property entrance Ammunations will now be placed as it originally was in the server, at their singleplayer locations, and will be ownable only by players, not by groups. Gates now have modifiable opening and closing speed which can make appearance much better In addition to moving speed, gates can also have assigned opening and closing sound Properties can no longer be moved! If you want to request a property at a new location, a new property is to be created if that new location is deemed appropriate for it! Property admins can no longer: Create business properties Change business property's template or function Move properties Change interior of property unless it's just been created   VEHICLE You can now texturize vehicle attachments on one material index slot. Groups with mechanic specialization can attach any object model on a vehicle, similar to furnishing groups with furniture. Vehicle tax has been removed. If you own a vehicle that is limited in dealership, it'll be auto-removed after prolonged inactivity. Vehicle dealership system has been revamped and is now interface based. You can now directly choose vehicle color upon purchase, and see it in the interface view! The vehicles will now spawn at the dealership in a parked manner, each dealership has a set of parking spots. Locking and unlocking your vehicle now gives visual and audio feedback. Skimmer plane is now purchasable at Bayside boat dealership instead of Las Venturas Airport Speedometer has been modernized and simplified Group rank restriction for vehicle now works as people would expect it to work Even if player has group permission to drive group vehicles, if the vehicle has a rank restriction and the player is not one of the permitted ranks, he won't be able to use it Criminal groups vehicles can have their armor level upgraded thru use of /upgrade for points You must have group manage vehicles permission to be able to do it The vehicle must be owned by desired criminal group   BANK & SAVINGS Bank main menu is now more functional, as it directly shows how much money you have on each account, so you don't have to go into a specific bank account to check that Bank saving account is now functional! The first sum of money you store into a saving account is called the "principal" amount Interest rate is applied on your principal sum, so even if you add $100,000 to your saving account after originally placing $10,000 into it, the interest is applied on the initial $10,000 which is the principal amount The interest rate is applied whenever you gain XP, which is usually every 30 minutes of gameplay Initially the interest rate will be low, however once the system proves to be well functioning and stable, we'll adjust the interest rate and perhaps base it on some factors such as playtime   GROUP You can now use /members <group tag> as a short for /groupmembers <group tag> The whole alliance now benefits from one alliance member group owning a turf, as the alliance will receive 1 group point every 6 hours that the turf remains owned by them Groups (and alliance member groups) now receive points for: Completing trafficking mission Completing securicar heist Completing smuggle missions Completing Cargobob heist Completing ship smuggle Completing plane smuggle Kills during group wars Extra points for turf captures during group wars Extra points for turf defense during group wars The whole alliance will also loose a point if one alliance member group looses a turf Group points are now decimals (0.00) instead of integers Group points can now be utilized to purchase weapon cases from black market Business groups will now receive funding from server management: Trucking group receives money based on players delivering crates to businesses Tuning group receives money based on attachments they've set up for customers Taxi group receives money based on customers transported to desired locations Furnishing group receives money based on furnished properties News group receives money based on articles and interviews conducted Road maintenance group receives money based on conducted road maintenance roleplays The funding will function as follows: Member completes a task -> takes a screenshot including /TD in chat -> sends to group leader Group leader collects all of the screenshots and submits to group admins every 2 weeks Group admins review legitimacy and issue funds that the leader then uses to pay the members With this change we aim to make business groups a legitimate way to make money and be paid by completing its tasks, rather than just groups with no purpose as previously they were You can now conveniently check your group's 7-day logs thru use of new command: /grouplog <group short> This shows similar info such as Chippie bot on Discord, such as invites, kicks, rank changes, etc... everything!   SQUAD Squads are now automatically deleted if the leader doesn't log in within a day Admins are now able to view squad members without being part of the squad Admins are now also able to delete squads manually   TURFS Turf reward for capturing a turf now depends on the number of capturing members: Default reward are 2 points. If you have 8 members capturing, you receive 3 points. If you have 10 members capturing, you receive 4 points. If you have 12 or more members capturing, you receive 5 points. Owning a turf will now reward the group with 1 point every 6 hours The whole alliance receives a point when a member group captures a turf The whole alliance looses a point if a member group looses a turf The whole alliance receives a point for owning turfs every 6 hours   SEWER Beneath Los Santos is now a sewer system with 3 access points: Las Colinas Marina Downtown Los Santos The sewer system is only accessible on-foot, but has some useful features located inside. Black Market, which will be detailed below, is one of the things located in the sewer system   DRUG DEALER Players will be able to call the drug dealer during night time by phone. Phone number of the dealer will be 808606 The dealer will decide the location where you are to meet him. The location will be one closest to your current position. The price of drugs at the drug dealer will depend on your /skills, the higher skill level, the better price for you Criminal group leaders will still have the max price Official groups will have a bonus on the price These changes will minimize the difference in price for a solo player or a group   BLACK MARKET Black Market is located underneath Los Santos, in its sewer system, which is described above Black Market offers several services: BUYING: C4, Police Scanner, Weapon Cases SELLING: Jewelry, Gold Bars, Marked Money You buy items from black market using group points, by accessing it with "/blackmarket <group tag>" If you want to pay personally, with cash, you then simply use "/blackmarket" without any parameters The black market consists of different sellers and buyers inside, and you approach the one you need, then use the command to access them It's easy to tell which seller or buyer is for what item, as it's displayed by text and also by mapping   HEISTS There's three banks that you can do a heist on: Palomino Bank Fort Carson Bank Las Venturas Bank There's also several jewelry stores to conduct heist on: Los Santos Jewelry Store San Fierro Jewelry Store Las Venturas Jewelry Store Initiation points have been removed for bank and jewelry heists, and will now function based on: In order to initiate a heist on a bank or a jewelry store, you have to be at least 200 meters away from the desired bank or jewelry store, but also not more than 800 meters away. So basically, you have to be in the outer perimeter of the desired bank or jewelry store to initiate a heist on it. There are now many more locations where the securicar can spawn. You must use a crowbar to open up the vaults in the securicar. The goal is now to deliver securicar, which will have 10,000 health, to the delivery location, while police and rival groups can participate as well The goal of rival groups is to car jack the securicar from you and deliver it to the delivery location for group points and the gold bars that it provides The goal of police is to car jack the securicar and deliver it near any Police Department to "seize" it Delivering securicar now provides whole alliance with group points in addition to the main reward which are the gold bars   MUSEUM HEIST This is a brand new type of heist! There's three museums across San Andreas that you can target in your heist, and it is initiated in the same manner as the above explained bank and jewelry heist — you must be at close range to the museum you want to perform heist on when typing /heist museum initiate. You will first have to begin the heist by cracking open the door of the museum, for which you will require a hacking laptop Once the door has been cracked open, you can enter the museum where you have two ways of proceeding: 1 — crack the alarm so police do not get alerted thru /heist museum crack 2 — ignore the alarm and start stealing To steal you have to use /heist museum steal, whilst near a painting that you want to steal To the heist leader, a checkpoint on map will be visible where the stolen paintings have to be delivered BY the heist leader Once the paintings are delivered to the delivery location, you receive marked money in exchange for the paintings   STORE ROBBERY 24/7 stores can now be robbed across the whole San Andreas Stores that are within center of Los Santos have the best reward though, due to greatest risk of being caught by cops   MONEY MAKING Completing voluntary military service as part of National Guard for 2 weeks will grant you $100,000 Joining a legal business group can provide a hefty paycheck! Whichever of the legal business groups you join, if you complete the tasks of that group, you are going to receive a server management funded paycheck every 2 weeks! All it takes is for you to take a screenshot when performing business group related task with /TD included in the photo and whatever task you're performing being visible on the screenshot   WANTED PLAYERS Wanted players will now appear in orange color [experimental] The goal of this is to minimize the chance of police shooting unwanted players It's also minimizing the chance of random players aiding by "accident" not knowing you're wanted It's also easier for group leaders to know when one of theirs is wanted in order to aid him or to make him leave an area if you don't want police attention This feature being experimental means it can be reverted if significant number of players dislike it this way Wanted time has been reduced by 50%, meaning from 20 minutes to 10 minutes Extra time is reduced based on group perk or "escapee" skill level  When a suspect loses wanted status, the police radio will show the reason (death or successful escape) You can use /aid to check whether a specified wanted player can be aided by you or not The command works based on this: If wanted player is in group, and you're not member of same group or ally group, you cannot aid If wanted player is not in any group, but is in a squad, and you're not part of that squad, you cannot aid If wanted player is wanted for a petty crime such as reckless driving, vehicular evasion etc.. you cannot aid   DRUGS You can now use cropduster plane to water weed plants There'll be two cropduster planes spawned, state owned, one at San Fierro Airport and one at Abandoned Airport You have to fill them up with water by pressing SPACEBAR while at a refuelling station at the same airport where they spawn You press the submission key (usually non-numpad "2") button to toggle water spray on / off You must fly not too high but not too low in order to water the weed plants underneath you New weed fields have been set up across San Andreas New heroin shacks have been set up across San Andreas   POLICE Radio messages will now appear in lighter color, except for dispatch messages which will appear in darker blue if it's an important notification /callsign will now show a list of available callsigns based on your current job /callsign will also show members who are occupying certain callsign Clicking a callsign in the /callsign menu will assign you that callsign You may also use /callsign <callsign> <number> to assign a callsign Using /carsign will assign the current callsign to the carsign automatically, without you typing it Using /jail will now stop dragging automatically When a wanted player dies or escapes, the dispatch message will appear specifying how the wanted player stopped being wanted (by death or by escaping) "/members SAPD" will only show the leadership ranks to police volunteers (up from Lieutenant) as to avoid metagaming When TAC channel is made, it'll now appear above minimap to all law enforcement online that a specific tac channel is active, so they can know there's something happening if they don't pay attention to radio You can now issue multiple fines at once via /fine menu, by selecting all the violations in the menu that you want to issue, and then pressing on the "ISSUE FINE" button that's colored in green. Players are to go to City Hall and through /cityhall -> Manage Fines menu accept or reject the fines If you accept a fine, you will pay it on the spot at City Hall If you reject a fine, you will be made wanted automatically If you don't accept or reject within 14 days, the money will automatically be taken On-Duty sheriff members color changed a bit to not be confused with the color of a wanted player Spike strips are now more accurate in popping wheels based on their shape   PHONES Phone numbers are now generated in 3, 6, 9 digit format This means a phone number will look something like: 888 or 888-888 or 888-888-888 Phone numbers in calls and advertisements will now appear in a more easy-to-read format, split by a "-" This means it'll be displayed like "658-658" (example number) instead of "658658" In /call, you still enter the phone number normally, without the - Group phone numbers will now also have the same format, no longer beginning with a "0"   PAYPHONES Payphones have been added across the map You can tell it's a scripted payphone based on the text that appears when you approach it To make a call using a payphone, simply use /call <number>, as you would with regular phone It's important to stand in front of the payphone when calling from it, and if you leave its proximity, you will hang up Payphones have predetermined numbers, each payphone has a unique number Payphones cannot be traced, obviously. When calling from payphone, your name doesn't show in service calls (ie. 911, mechanic, taxi, ..) nor in private calls.   FISHING In order to begin fishing, type /fish Then, once your fishing rod is attached, you press LMB (fire button) to throw the hook into the water After a while, when something hooks onto the fishing rod, you will receive a message indicating something is hooked on the rod. Once you receive that message, you press LMB (fire button) again to retrieve whatever you have caught. Afterwards, you repeat the process as long as you want. To stop fishing, type /fish again.   SEASONS There are now four seasons: Winter, Spring, Summer, Autumn A season changes weekly, meaning one season lasts for about 7 days During winter, it becomes night quicker (at around 17:00 in-game time) During summer, it becomes night later (at around 21:00 in-game time) The weather cycles are affected by seasons, meaning during winter, it's more likely to be cloudy, foggy more often, while in summer, it'll be more clear and sunny The seasons affect the produce in farming, for example, you will harvest more Corn during Autumn than during Winter or Spring You will receive extra grams of cannabis indica when growing outside during summer and spring season   CLOTHING You can now enable or disable clothing slots by typing /clothing on/off <slot name> You can also toggle a specific clothing item by typing /clothing toggle <item name> And you can edit a clothing item by typing /clothing edit <item name> Using /clothing color <item name> will allow you to colorize the clothing item directly The goal of these changes was to make it more convenient to adjust clothing without going through a tree of menus   LOTTERY There's two differing types of lotteries now: Server lottery Admin lottery Admin lottery occurs "on the spot" and is distinct by a countdown and info box that appears on screen when initiated When admin lottery is ongoing, you can purchase /lottery ticket without going to a 24/7 store It's still necessary to purchase lottery ticket from a 24/7 store for server initiated lottery   MAPS A new Los Santos City Hall interior has been added along with a Governor's office that is in real world with a view to the outside (yes, now it's possible to crash a plane into the building and governor actually gets damaged inside!) A new All Saints General Hospital interior has been added A new Jefferson Hospital interior has been added A new Los Santos Bank interior has been added Driving School building is now mapped at Little Mexico Driving School now has its own interior San Andreas State Prison has a new interior added Dillimore Sheriff Station has a new interior added Museum interior has been added for the aforementioned Museum heist Around 10 new house interiors have been added to increase variety for your homes! A whole set of new environmental maps that I will let you explore on your own without spoiling as that's the fun part of this!   PRINCIPLES Managers are not permitted to own business properties. They may own 1 "luxurious" house, whilst regular houses can be owned up to the scripted limit. Managers are not permitted to lead criminal or legal groups. This means they may not hold top three leadership ranks in a group. Groups must now follow the old standard of creation which necessitates that they be active without a group created for a period of two weeks and with at least 6 members.   CHAPTER III — ROADMAP   This is not all, of course. This is just the introduction to Version 3, which will be receiving weekly updates from this point onward. First and foremost, in the first weeks, the goal is to adjust any experimental features such as wanted players being orange based on player feedback.
